Job Overview:
The Chief Technical Adviser (CTA) will lead and manage the PROSPECTS Partnership Programme, which addresses the challenges posed by large mixed migration movements and aims to enhance the socio-economic inclusion of forcibly displaced persons and host communities. The CTA will oversee all aspects of the programme, including technical, operational, financial, and human resource management. This role requires a strategic approach to develop and implement evidence-based solutions tailored to the specific contexts of the MENA and Horn of Africa regions. The CTA will work closely with various stakeholders, including government agencies, UN agencies, and civil society organizations, to promote ILO policies and ensure the effective implementation of the programme's objectives. The position demands strong leadership skills, the ability to advocate for policy changes, and a commitment to fostering collaboration among diverse partners.

Duties and Responsibilities:
  • Manage and coordinate all programme activities, ensuring alignment with ILO policies and strategies.
  • Oversee the financial management of the programme, including budget preparation and reporting.
  • Lead the recruitment and performance management of programme staff.
  • Provide technical expertise and advice to the programme team and stakeholders.
  • Support ILO constituents in enhancing access to labor market opportunities for refugees and host communities.
  • Develop and maintain relationships with governments, NGOs, and donors to facilitate collaboration.
  • Promote ILO values and policies in relevant technical areas.
  • Mobilize resources from bilateral and multilateral donors.
  • Design communication strategies and lead knowledge-sharing initiatives. 1
  • Represent the ILO at meetings and conferences, building strategic partnerships. 1
  • Identify training needs and conduct capacity-building workshops. 1
  • Document lessons learned and contribute to knowledge management activities. 1
  • Prepare periodic reports on programme status and implementation. 1

Required Qualifications:
Candidates must possess an advanced university degree in a relevant field such as economics, management, international development, social sciences, or refugee/migration studies. A first-level university degree with additional relevant experience may be accepted in lieu of an advanced degree. Candidates should demonstrate a proven ability to manage complex development cooperation activities and possess strong leadership and interpersonal skills. Familiarity with ILO policies and experience working with government officials and social partners is highly desirable.

Educational Background:
An advanced university degree in a relevant field is required. A first-level university degree in a related field, combined with additional relevant experience, may also be considered acceptable. The educational background should reflect a strong foundation in areas pertinent to the role, such as economics, management, or social sciences.

Experience:
Candidates should have at least ten years of experience in managing development cooperation activities at a senior level, with a minimum of seven years at the international level. Experience in the MENA and Horn of Africa regions, as well as familiarity with refugee and forced displacement policies, is advantageous. Previous work with ILO policies and technical programmes, particularly in collaboration with government ministries and social partners, is also beneficial.

Languages:
Excellent command of English is essential, and a good working knowledge of French is required. Proficiency in additional languages may be considered an asset, enhancing communication with diverse stakeholders.

The position is a fixed-term contract for 12 months, with the possibility of extension based on funding availability and performance.
