Job Overview:
The position of Associé administratif, technique et financier is crucial for the effective functioning of the UNDP's support to the Government of Mali in implementing its development strategies. The role involves producing administrative, technical, and financial documents within required deadlines, including drafting narrative and financial reports, and meeting minutes for partner meetings. The associate will provide comprehensive administrative, technical, and financial support, including contract and budget monitoring, and will utilize the QUANTUM platform for administrative tasks. This position is integral to ensuring that the administrative and financial operations of the SEG (Secrétariat Exécutif de la Coopération) are conducted in compliance with UNDP standards and procedures, thereby facilitating the coordination of development efforts in Mali.

Duties and Responsibilities:
The Associé administratif, technique et financier will be responsible for a variety of tasks, including:
  • Managing the administrative and financial operations of the SEG, ensuring compliance with UNDP standards and procedures.
  • Providing technical and financial support for operational tasks related to SEG activities.
  • Verifying the compliance of information and supporting documents with UNDP rules and procedures.
  • Organizing meetings for the partners, including annual retreats, monthly meetings, and joint meetings with the Government.
  • Supporting the monitoring of agreements, fund disbursements, and necessary budget revisions.
  • Assisting in the preparation and production of narrative and financial reports for the SEG.
  • Managing administrative tasks related to the SEG's partners and suppliers, including payment requests and follow-ups.
  • Ensuring proper management and archiving of administrative and financial documents.
  • Regularly updating and maintaining the website for the collective of partners. 1
  • Performing other tasks as deemed necessary for the effective functioning of the office and organization.

Required Qualifications:
Candidates must possess a minimum of secondary education. A university degree in financial management, project management, accounting, or a related field is highly desirable but not mandatory. Relevant experience in administrative and financial management is essential, with a minimum of 6 years of experience required for candidates with a secondary diploma, or 3 years for those with a university degree. Candidates should demonstrate proficiency in financial management tools, contract management, report preparation, meeting planning, and document management. Proficiency in Microsoft Office applications (Word, Excel, PowerPoint) and experience with web-based management systems and databases are also required. Additional skills in writing and familiarity with UNDP management platforms (such as Atlas and Quantum) are considered significant assets.

Educational Background:
The educational background required for this position includes at least a secondary school diploma. A university degree in fields such as financial management, project management, accounting, or other related areas will be considered an advantage but is not a strict requirement. The emphasis is on relevant experience and skills rather than formal educational qualifications alone.

Experience:
The position requires a substantial level of experience in administrative and financial management. Candidates must have at least 6 years of relevant professional experience if they hold a secondary diploma, or 3 years if they possess a university degree. Experience in financial management, contract management, report writing, meeting organization, and document management is essential. Familiarity with UNDP procedures and systems is highly desirable, as is experience in using financial management tools and software.

Languages:
