Job Overview: The Senior Programme Manager will play a crucial role in supporting the Head of Global Programmes & Markets in developing and implementing ATscale's strategy to enhance access to assistive technology, particularly through country-based interventions. This position involves managing partnerships and grants with specific countries, as well as supporting global interventions that strengthen the enabling system and market for assistive technology in low and middle-income countries. The Senior Programme Manager will work within a team of six, focusing on strategic priorities such as building political will, increasing investment in assistive technology, and coordinating technical assistance for national policy and planning. The role requires a proactive approach to developing innovative and cost-effective interventions that align with ATscale's objectives.
Duties and Responsibilities: The Senior Programme Manager will be responsible for several key areas: 1) Strategy Development: Supporting the development of ATscale's strategy for strengthening the enabling ecosystem, including the creation of policies, standards, and tools for assistive technology systems. 2) Programme Management: Translating the ATscale strategy into priority interventions, overseeing country programmes, and ensuring effective implementation of approved plans. 3) Partners and Stakeholder Management: Maintaining partnerships with various stakeholders in the assistive technology space, including government officials, NGOs, and private sector entities. 4) Monitoring, Evaluation, and Learning: Supporting the monitoring and evaluation of investments and promoting data utilization among partners. 5) Miscellaneous: Ensuring alignment with UN host agency requirements and preparing materials for board meetings and presentations. The position may require travel, estimated at 30%.
Required Qualifications: Candidates must possess a bachelor's degree in public health, rehabilitation, assistive technology, or a related field, combined with at least 9 years of relevant experience, or an advanced university degree with 7 years of experience. Experience in managing health systems strengthening programs, particularly in rehabilitation or assistive technology, is essential. Proven track record of working with development partners and government officials is required, along with demonstrated experience in providing technical support for planning and implementation of rehabilitation or assistive technology programs. Familiarity with public-private partnerships and experience in lower- and middle-income countries is advantageous. Skills in program management, monitoring and evaluation, and data analysis are also important.
Educational Background: A bachelor's degree in public health, rehabilitation (such as physiotherapy, occupational therapy, or prosthetics & orthotics, audiology, rehabilitation doctors), assistive technology, or a related field is required. Alternatively, an advanced university degree (Master’s degree or equivalent) in the same fields is acceptable. The educational background should be complemented by relevant work experience as specified in the qualifications.
Experience: The position requires a minimum of 9 years of experience with a bachelor's degree or 7 years with a master's degree in managing and implementing health systems strengthening programs. Candidates should have experience working at country or regional levels with development cooperation partners and a proven ability to engage with government officials and stakeholders in achieving common objectives. Experience in providing technical support for rehabilitation or assistive technology programs is essential, along with a solid understanding of monitoring and evaluation processes.
Languages: An excellent command of English is mandatory. Good working knowledge of other UN languages, particularly Chinese, French, or Spanish, is considered an asset.
Additional Notes: The contract type is a Fixed Term Appointment (FTA) at the ICS-11 / P4 level, initially for one year, with the possibility of renewal based on performance and funding availability. The position is based in Geneva, Switzerland, which is designated as a family duty station.
