Job Overview:
The Infrastructure Specialist will report to the Head of Programme and will be based in Jerusalem, overseeing all UNOPS projects in Palestine. The role involves providing high-quality advisory services in infrastructure, supporting the development of infrastructure projects, and ensuring the delivery of project management services in line with UNOPS corporate strategy. The specialist will also be responsible for expanding UNOPS project management portfolio and maximizing value for clients by leveraging institutional and industry knowledge. This position requires a proactive approach to identifying opportunities for new initiatives and projects related to sustainable infrastructure, as well as providing technical advice and support throughout the project lifecycle.

Duties and Responsibilities:
The Infrastructure Specialist will have a comprehensive set of responsibilities, including:
  • Providing advisory services and business development support, including high-quality infrastructure advisory services to clients and partners.
  • Supporting infrastructure Project Managers in planning and coordinating work activities, reviewing Bill of Quantities (BoQ), and developing quality, health, and safety plans.
  • Conducting feasibility studies and needs assessments, organizing preliminary studies, and assisting in the preparation of tender documents.
  • Managing design requirements and ensuring timely delivery of design services.
  • Supervising construction activities to ensure compliance with technical specifications and project documentation.
  • Offering technical expertise for project formulation, development, and risk management, while ensuring adherence to UNOPS policies.
  • Contributing to knowledge management by providing training and sharing best practices.

Required Qualifications:
Candidates must possess a Master’s or advanced degree in Civil Engineering or a relevant discipline. A Bachelor’s degree may be accepted with an additional two years of relevant experience. The role requires a minimum of five years of relevant experience in engineering design, implementation, and organizational capacity development in infrastructure across various sectors. Candidates should have a strong understanding of building codes and quality standards, as well as experience working with international organizations and engaging with government entities in developing countries. Experience in facilitating technical training and workshops is also desired.

Educational Background:
The educational background required for this position includes a Master’s or advanced degree in Civil Engineering or a related field. A Bachelor’s degree in Civil Engineering or another relevant engineering discipline may be acceptable if accompanied by additional relevant experience. This educational foundation is crucial for understanding the complexities of infrastructure projects and ensuring compliance with technical standards.

Experience:
The position requires at least five years of relevant experience in engineering design and implementation, with a focus on infrastructure projects. Candidates with more experience may be preferred, particularly those who have worked on projects related to resilient infrastructure, climate change, and risk management. Familiarity with international building codes and quality standards is essential, as is experience in negotiating with government entities in developing countries. The ability to facilitate technical training and workshops is also an asset.

Languages:
Fluency in English is mandatory for this position. Proficiency in additional languages may be considered an advantage, particularly if they are relevant to the regions where UNOPS operates.
