Job Overview:
The position of Specialist in Climate Action is crucial for supporting the implementation of Mexico's Nationally Determined Contributions (NDC) under the Paris Agreement. The role involves analyzing regulatory barriers that hinder the effective implementation of the NDC, proposing necessary reforms, and developing planning instruments that align with climate action goals. The Specialist will work closely with the Mexican government, particularly the Ministry of Environment and Natural Resources (Semarnat), to facilitate a participatory approach in updating the NDC, ensuring that it reflects the country's commitment to achieving carbon neutrality by mid-century. This position requires a deep understanding of climate policy, regulatory frameworks, and the ability to foster collaboration among various stakeholders to enhance Mexico's climate resilience and sustainability efforts.

Duties and Responsibilities:
  • Conduct a thorough analysis of existing regulatory and planning barriers that may obstruct the implementation of NDC 3.
  • Propose regulatory reforms and actions to harmonize planning frameworks that meet the needs of NDC implementation across all levels of government and economic sectors. Collaborate with senior specialists to incorporate these proposals into the 'Roadmap for NDC Implementation' during its update process.
  • Contribute to the design and harmonization of planning instruments and public policies related to climate change, ensuring that they facilitate the achievement of NDC 3.0 goals within a clear framework of sectoral responsibilities and accountability.
  • Strengthen the institutional architecture for climate action by enhancing the effectiveness of existing mechanisms for coordination, including the National Climate Change System (SINACC) and the Intersecretarial Commission on Climate Change (CICC).
  • Support regulatory reform efforts by assisting authorities in identifying and addressing the need for regulatory changes that create frameworks conducive to NDC implementation, including removing barriers to compliance and ensuring resource allocation.
  • Generate technical inputs and support the formulation of the NDC by preparing reports and presentations that outline progress, challenges, and proposals related to regulatory reform and planning instruments.
  • Perform other functions within the functional profile as necessary for the efficient operation of the office and the organization. This position will be supervised by the Specialist in Mitigation and Adaptation Actions for the third update of Mexico's NDC and the National Programme Officer for Environment, Energy, and Resilience.

Required Qualifications:
Minimum academic requirements include a secondary education diploma or a university degree (Bachelor's level) in Law, Political Science, International Relations, or related fields. Candidates must have a minimum of 7 years of relevant professional experience with a secondary education or 4 years with a bachelor's degree, specifically in the design and adoption of regulatory frameworks, preferably in climate change and sustainable development. Additionally, at least 5 years of experience in developing planning and programmatic instruments related to climate change and sustainable development is desirable. Candidates should possess a deep understanding of public policy management and regulatory frameworks in Mexico, particularly concerning climate change.

Educational Background:
Candidates are required to have at least a secondary education diploma or a bachelor's degree in relevant fields such as Law, Political Science, or International Relations. A higher level of education may be preferred, depending on the applicant's experience and qualifications.

Experience:
The position requires a minimum of 7 years of relevant experience for candidates with a secondary education or 4 years for those with a bachelor's degree. Experience should include the design and adoption of regulatory frameworks, particularly in climate change and sustainable development. Candidates should also have substantial experience in developing, updating, implementing, monitoring, and evaluating planning instruments related to climate action.

Languages:
Fluency in both English and Spanish is required for this position. Proficiency in additional languages may be considered an asset, but is not mandatory.
