Job Overview:
The Humanitarian Programming Assistant (EU Liaison) plays a crucial role in supporting IOM's engagement with the European Union (EU) in relation to the Humanitarian Response and Recovery (HRR) portfolio. This position is designed to assist the Global Thematic Specialist (GTS) and the EU Liaison Officer in various functions, including strategic engagement, technical support, and knowledge management. The incumbent will be responsible for monitoring humanitarian aid developments, providing technical assistance on resource mobilization, and ensuring compliance with donor requirements. The role also involves capacity building for regional and country offices, administrative support for the HRR Unit, and maintaining knowledge-sharing platforms. The assistant will be expected to contribute to the overall effectiveness of IOM's humanitarian programming and advocacy efforts with EU counterparts.

Duties and Responsibilities:
  • Support the HRR Unit in monitoring and analyzing humanitarian aid developments and related policy changes, including drafting strategic messages and summarizing relevant EU documents.
  • Assist in the promotion of IOM's humanitarian activities to EU counterparts by developing briefing packages for strategic discussions.
  • Collaborate with the EU Liaison Officer to create capacity-building initiatives for country and regional office staff on EU engagement and project development.
  • Assist in the project review process, including uploading project proposals and modifications to DG ECHO and reviewing project reports.
  • Handle administrative tasks for the HRR Unit, including processing contracts and amendments.
  • Provide support to IOM country offices regarding EU rules and regulations in humanitarian response.
  • Collect and analyze emergency funding data from the EU to inform country offices about funding opportunities.
  • Maintain knowledge-sharing platforms and ensure information is current.
  • Gather and disseminate lessons learned from evaluations of EU-funded programs. 1
  • Perform any other duties as assigned by supervisors.

Required Qualifications:
  • A Bachelor’s degree or higher in Political or Social Sciences, Law, International Relations, or a related field from an accredited institution, or a High School diploma with four years of relevant experience.
  • Strong writing and analytical skills.
  • Knowledge of EU institutions, decision-making processes, and finance mechanisms.
  • Familiarity with the program management cycle and project development.
  • Good interpersonal and communication skills to maintain effective relationships with partners.
  • Proactive approach and strong organizational abilities.
  • Proficiency in computer applications relevant to the role.

Educational Background:
Candidates must possess a Bachelor’s degree or higher in a relevant field such as Political or Social Sciences, Law, or International Relations from an accredited academic institution. Alternatively, candidates with a High School diploma and four years of relevant professional experience will also be considered. This educational background is essential to ensure that the candidate has the necessary theoretical knowledge and understanding of the complex issues related to humanitarian response and migration.

Experience:
Candidates should have at least two years of relevant professional experience in the field of migration issues, particularly related to humanitarian response and recovery. Experience in project development or reporting is advantageous, as is familiarity with EU liaison work, especially in the context of humanitarian response and recovery or DG ECHO. This level of experience is crucial for effectively supporting IOM's initiatives and ensuring compliance with EU regulations.

Languages:
Fluency in English is required, both oral and written. A working knowledge of French and/or Spanish is considered an advantage, as it enhances communication with diverse stakeholders and partners within the EU framework. Proficiency in additional languages may further benefit the role, particularly in multilingual environments.

Additional Notes:
This position is subject to local recruitment, and only candidates holding a valid residence and work permit for Belgium will be considered. The appointment will depend on the candidate's medical fitness, residency verification, and necessary government authorizations. Vaccination against COVID-19 is mandatory for IOM personnel. The selection process may also be used to fill similar positions in various duty stations, and recommended candidates will remain eligible for appointment in similar roles for a period of 24 months.
