The Comprehensive Nuclear-Test-Ban Treaty (CTBT) bans nuclear explosions by everyone, everywhere: on the Earth's surface, in the atmosphere, underwater and underground. Since the Treaty is not yet in force, the organization is called the Preparatory Commission for the Comprehensive Nuclear-Test-Ban Treaty Organization (CTBTO). It was founded in 1996, has over 260 staff from over 70 countries, and is based in Vienna. The CTBTO’s main tasks are the promotion of the Treaty and the build-up of the verification regime so that it is operational when the Treaty enters into force.

Job Overview: The Finance Assistant position is situated within the Budget and Finance Section of the Division of Administration at the CTBTO. The role primarily involves supporting the Head of Financial Reporting and Payments Services in managing accounts payable transactions, ensuring compliance with financial regulations, and maintaining accurate financial records. The Finance Assistant will be responsible for coordinating with various units regarding travel, payroll, and vendor payments, ensuring that all transactions are accurately reflected in the Enterprise Resource Planning (ERP) system. This position also requires participation in the year-end closure process and collaboration with external auditors, making it essential for the candidate to have a strong understanding of financial policies and practices, particularly in an international context. The Finance Assistant will contribute to the development and review of financial policies and procedures, assist in training activities, and perform other duties as assigned, making this a dynamic and integral role within the organization.
Duties and Responsibilities: The Finance Assistant will have a comprehensive set of responsibilities, including but not limited to: assisting the Head of Financial Reporting and Payments Services in ensuring timely processing of all accounts payable transactions, including invoices, travel claims, payroll, and staff entitlements; liaising with substantive units to resolve issues related to travel, payroll, goods receipts, and vendor payments; acting as an approving officer for payments processed by the Treasury; ensuring proper recording and follow-up of financial obligations; analyzing and reconciling payable and receivable accounts; preparing and reviewing periodic and ad-hoc finance reports, particularly those related to open items management; participating in the year-end closure process and preparation of financial statements; contributing to the review of policies and procedures; assisting in financial outreach and training activities; and performing any other duties as assigned by the supervisor.
Required Qualifications: Candidates must possess at least two years of relevant working experience in accounting, finance, or business administration, with a preference for experience in international organizations. A professional accounting certification or enrollment in an internationally recognized accounting program is required. Candidates should demonstrate knowledge and experience in using modern ERP systems, particularly in finance and accounting modules, with SAP being preferred. Strong analytical skills, attention to detail, and the ability to build relationships with clients are essential. A commitment to continuous professional development and technological advancement is also expected.
Educational Background: A university degree in finance, accounting, business administration, or a related field is required for this position. This educational background provides the foundational knowledge necessary for understanding financial regulations, accounting principles, and business practices relevant to the role.
Experience: The position requires a minimum of two years of relevant work experience in accounting, finance, or business administration. Candidates should ideally have at least one year of experience working with financial policies and practices in an international organization, demonstrating a solid understanding of IPSAS or IFRS standards.
Languages: Excellent written and oral communication skills in English are mandatory for this position. Knowledge of other official CTBTO languages, such as Arabic, Chinese, French, Russian, or Spanish, is considered desirable and may enhance a candidate's application.
