Job Overview: The Diversity and Inclusion Senior Associate (Gender) will work under the direct supervision of the Senior Project Manager. The role involves supporting the implementation of Sexual Exploitation and Abuse/Sexual Harassment (SEA/SH) risk assessments in project areas, developing and updating training plans, facilitating training for stakeholders involved in SEA/SH complaint management, and overseeing grievance redress mechanisms for SEA/SH cases. The position requires travel across project sites and collaboration with the Afghanistan Inter-Agency Information and Accountability Centre (IAIAC), known as 'Awaaz' Afghanistan, which serves as a humanitarian helpline connecting those in need with assistance. The role is critical in promoting two-way communication for affected populations and ensuring the prevention of SEA/SH by project workers.
Duties and Responsibilities: The specific responsibilities and duties of the Diversity and Inclusion Senior Associate (Gender) include: 1. Developing survivor-centered Standard Operating Procedures (SOPs) for receiving SEA/SH complaints, including intake forms, referral protocols, and information-sharing tools in coordination with HQ and Regional Office Specialists. 2. Reviewing and updating training plans and facilitating training for all stakeholders involved in SEA/SH complaint management. 3. Revising community awareness strategies and implementing dissemination sessions and materials on SEA/SH awareness and reporting. 4. Providing technical guidance to Training Consultants and supporting training for all project workers. 5. Ensuring all project workers are sensitized to and have signed a code of conduct prohibiting SEA/SH, while also ensuring communities know how to report grievances. 6. Leading local SEA/SH risk assessments in project locations in coordination with donor and UNOPS HQ focal points. 7. Amending activities based on risk assessment findings. 8. Implementing Grievance Redress Mechanism (GRM) channels for SEA/SH cases and training Awaaz operators on handling sensitive cases. 9. Coordinating with Awaaz to ensure GBV referral services are provided as agreed with the donor. 10. Establishing protocols for addressing SEA/SH grievances and serving as a member of the grievance redressal committee related to gender-based violence or sexual harassment. 11. Assisting in the implementation and compliance with the SEA/SH Prevention and Response Plan. 12. Preparing reports on SEA/SH prevention and response activities. 13. Collecting and promoting good practices and lessons learned, contributing to a repository of replicable good practices for GBV.
Required Qualifications: The required qualifications for the position include a university degree (Bachelor's) in Sociology, Development Studies, Gender, or another social science. Specific gender-focused training from the UN, World Bank, or international NGOs is considered an asset. Training in Protection from Sexual Exploitation and Abuse (PSEA) and a demonstrated understanding of the PSEA framework are also advantageous.
Educational Background: Candidates must possess a university degree (e.g., Bachelor's) in a relevant field such as Sociology, Development Studies, Gender, or other social sciences. Additional training focused on gender issues from recognized organizations like the UN or World Bank is beneficial, as is training in PSEA.
Experience: A minimum of 4 years of relevant experience in gender, women's empowerment, and/or diversity management is required. Experience working with UN agencies, donor agencies, international organizations, government ministries, or NGOs is highly valued. Candidates should also have experience in developing and facilitating training courses on Gender-Based Violence (GBV) or related subjects.
Languages: Excellent knowledge of both written and oral English is mandatory. Fluency in Pashto and/or Dari is also required, as these languages are essential for effective communication in the project areas.
