Job Overview:
The Senior Technical Advisor - Youth Skilling (STA-YS) plays a pivotal role within CARE's Education and Skills Team, which is part of the Program Strategy and Innovation Department. This position is designed for a strategic leader who will provide technical guidance and support to CARE Country Offices and Member Partners in implementing integrated programming aimed at equipping youth aged 15-24 with essential skills for work and life. The STA-YS will champion CARE's vision for youth skilling, collaborating closely with various teams and stakeholders to ensure that youth programming is effective, innovative, and aligned with CARE's broader goals. This role involves not only technical leadership but also resource mobilization to secure funding for youth initiatives, making it a critical position for advancing CARE's mission in youth empowerment.

Duties and Responsibilities:
The STA-YS will be responsible for developing and implementing a technical strategy for youth skilling, which includes setting annual goals for integrated programming and leading the development of a youth programming toolkit. They will co-lead the Adolescent and Youth Working Group, ensuring that the agenda and work plans are clear and actionable. The advisor will provide technical support to large projects, ensuring that they meet the diverse needs of youth through comprehensive deliverables and reports. Additionally, the STA-YS will engage in knowledge management by documenting best practices and lessons learned from CARE's youth initiatives, representing the organization at external conferences and strategic partnerships. They will also play a key role in resource mobilization efforts, drafting proposals and integrating best practices into funding opportunities.

Required Qualifications:
Candidates must possess a Master’s or advanced degree in Education, International Development, or a related field. A minimum of 10 years of experience working with youth in designing and implementing integrated programming is essential, ideally within development contexts. The ideal candidate should have a strong understanding of global approaches to skill youth for employment and entrepreneurship, along with strategic thinking abilities to advance project portfolios. Experience in facilitation, training, and participatory program development is crucial, as is familiarity with research and analytical skills related to youth programming. Candidates should also have experience in leading the design of integrated programs and working with key institutional donors.

Educational Background:
