Since the Treaty is not yet in force, the organization is called the Preparatory Commission for the Comprehensive Nuclear-Test-Ban Treaty Organization (CTBTO). It was founded in 1996, has over 260 staff from over 70 countries, and is based in Vienna. The CTBTO’s main tasks are the promotion of the Treaty and the build-up of the verification regime so that it is operational when the Treaty enters into force.

Job Overview: The Public Information Officer position is critical within the Public Information Section of the Legal and External Relations Division at the CTBTO. The officer will lead the strategy, planning, development, and implementation of large and complex communications campaigns aimed at promoting the Comprehensive Nuclear-Test-Ban Treaty and the work of the CTBTO. This role requires collaboration across various divisions within the organization to ensure that communication campaigns are integrated into relevant events and products. The officer will provide expert advice to senior management and public information staff on public affairs issues, anticipate and resolve communication challenges, and oversee the production of diverse media outreach materials. The position also involves enhancing the CTBTO's social media presence and engaging with national and international media to promote understanding of the organization's objectives. The officer will be responsible for maintaining effective communication channels with the media, ensuring accurate and timely responses to inquiries, and contributing to the strategic direction of multimedia and public information activities.
Duties and Responsibilities: The Public Information Officer will have a comprehensive set of responsibilities, including:
Leading the strategy and implementation of communications campaigns, ensuring alignment with organizational goals.
Collaborating with various CTBTO divisions to integrate communication efforts into events and products.
Advising senior management on public affairs issues and resolving communication challenges.
Overseeing the production of media outreach materials, including articles, brochures, presentations, and multimedia content.
Initiating and producing multimedia packages for various platforms, including TV, radio, and social media.
Strengthening the CTBTO's social media presence through campaign planning and engagement analysis.
Promoting media coverage of priority issues and events, including developing media strategies and conducting outreach.
Maintaining relationships with national and international media, coordinating interviews, and managing sensitive information requests.
Ensuring accurate and timely responses to inquiries about the organization's work. 1
Contributing to the strategic thinking of the section regarding multimedia and public information activities. 1
Participating in the coordination of administrative activities, including budget submissions and training programs. 1

Required Qualifications: Candidates must possess at least seven years of progressively responsible experience in public information or public relations, with a minimum of three years in an international environment. Excellent professional communication skills are essential, particularly in producing social media assets and multimedia materials. Experience in managing corporate social media accounts and developing social media campaigns is required. Candidates should also have experience in web design and/or graphic design, as well as demonstrated capability in managing teams in a multicultural environment. The ability to handle communication challenges with discretion and tact is crucial, along with excellent judgment in dealing with politically sensitive information.
Educational Background: An advanced university degree in communication, journalism, public or international relations, or a related field is required for this position. This educational background is essential to ensure that the candidate has the necessary theoretical knowledge and practical skills to effectively manage public information and communication strategies.
Experience: The position requires a significant level of experience, specifically at least seven years in public information or public relations roles. This experience should include at least three years in an international context, demonstrating the ability to navigate complex global communication challenges. Candidates should have a proven track record of managing communications campaigns and engaging with diverse audiences, particularly in a multicultural environment.
Languages: Excellent written and oral communication skills in English are mandatory for this position. Knowledge of other official CTBTO languages, such as Arabic, Chinese, French, Russian, or Spanish, is desirable and would be considered an asset in enhancing communication efforts across different regions and audiences.
Additional Notes: This position is a Fixed Term Appointment at the P-4 grade level, with a reporting date as soon as possible.
