Job Overview:
The Deputy Chief of Party II for Program Quality will play a crucial role in the Joint Emergency Operation (JEOP), which is CRS' largest emergency program globally. This position involves providing strategic direction and leadership to ensure the successful implementation of high-quality interventions aimed at serving poor and vulnerable populations. The Deputy Chief of Party will supervise senior managers and technical advisors, ensuring effective communication and collaboration among partners. The role requires a focus on developing common technical strategies and approaches, integrating activities across the consortium, and continuously improving program impact. The Deputy Chief of Party will also be responsible for managing donor relations, overseeing project management standards, and ensuring compliance with USAID regulations.

Duties and Responsibilities:
The Deputy Chief of Party II will be responsible for a wide range of duties including: providing strategic direction for the design of JEOP’s frameworks and plans; coordinating with partners to ensure high program quality; managing donor relations and overseeing the business development cycle; supervising staff and managing team dynamics; leading the design and implementation of project management standards; promoting accountability and learning; ensuring technical working groups meet regularly; supporting the identification and strengthening of partnerships; delivering training and capacity strengthening for partner teams; leading progress reporting and submissions to USAID; and representing JEOP at external meetings and forums. The role requires a proactive approach to problem-solving and the ability to foster a collaborative environment among diverse stakeholders.

Required Qualifications:
Candidates must possess a Master's Degree in International Development, International Relations, or a relevant field. A minimum of seven years of relevant field-based program management experience is required, including at least three years in a middle or senior management role. Candidates should have a strong background in managing donor funds, particularly with USAID, and demonstrate experience in consortium management. The ability to lead a technical team in areas such as early warning analysis, nutrition, gender, and protection is essential. Strong skills in proposal development, project design, and monitoring and evaluation are also required.

Educational Background:
The educational background required for this position includes a Master's Degree in a relevant field such as International Development or International Relations. This advanced degree is essential for understanding the complexities of program management and the strategic oversight required for the role.

Experience:
The position requires a minimum of seven years of relevant experience in program management, with at least three years in a middle or senior management capacity. Candidates should have a proven track record in managing donor funds, particularly with USAID, and experience in consortium management is highly desirable.
