The Comprehensive Nuclear-Test-Ban Treaty (CTBT) bans nuclear explosions by everyone, everywhere: on the Earth's surface, in the atmosphere, underwater and underground. Since the Treaty is not yet in force, the organization is called the Preparatory Commission for the Comprehensive Nuclear-Test-Ban Treaty Organization (CTBTO). It was founded in 1996, has over 260 staff from over 70 countries, and is based in Vienna. The CTBTO’s main tasks are the promotion of the Treaty and the build-up of the verification regime so that it is operational when the Treaty enters into force.

The organization is headquartered in Vienna, Austria, and is responsible for setting up a global verification system to monitor compliance with the treaty, which prohibits any nuclear weapon test explosions. The CTBTO operates a network of 337 monitoring stations worldwide, along with an international data center and a communications system to ensure effective verification. Job Overview:
The Finance Assistant position is situated within the Budget and Finance Section of the Division of Administration at the CTBTO. The role is crucial for ensuring timely and accurate financial reporting and management of the Commission's financial resources. The Finance Assistant will be responsible for processing invoices, travel claims, and payment requests, ensuring compliance with financial regulations and administrative directives. The position requires a proactive approach to resolving queries from vendors and staff, as well as participation in payroll processing and financial reporting. The Finance Assistant will also assist in year-end account closure activities and audits, contributing to the overall financial integrity of the organization. This role is essential for maintaining the financial health of the CTBTO and supporting its mission to uphold the CTBT.

Duties and Responsibilities:
The Finance Assistant will have a variety of responsibilities, including but not limited to: receiving and recording incoming invoices, travel claims, and other payment requests; responding to queries from vendors and staff regarding payables; reviewing payment documents for compliance with financial regulations; assisting in payroll processing and preparation of payroll reports; participating in the reconciliation of payable and receivable accounts; assisting in the preparation of finance reports; participating in year-end account closure activities; providing assistance during internal and external audits; liaising with substantive units and treasury to ensure accurate transaction reflection in the ERP system; participating in system upgrades and enhancements; and performing other duties as assigned by the Head of Financial Reporting and Payments Services.

Required Qualifications:
Candidates must have completed secondary education and possess financial training. A minimum of three years of relevant working experience in finance and accounting is required, preferably in an international environment. Proficiency in Microsoft Word and Excel is essential, along with experience using modern Enterprise Resource Planning (ERP) systems and finance applications. Candidates should demonstrate thoroughness and possess excellent analytical skills.

Educational Background:
The position requires candidates to have completed secondary education, along with specialized financial training. This educational background is essential for understanding the financial regulations and accounting practices necessary for the role.

Experience:
Candidates should have at least three years of relevant working experience in finance and accounting. This experience should ideally include work in an international setting, which will provide the necessary context for understanding the complexities of financial management in a global organization. Familiarity with ERP systems and financial applications is also crucial for this role.

Languages:
Excellent written and oral communication skills in English are mandatory for this position. Knowledge of other official CTBTO languages, such as Arabic, Chinese, Russian, and Spanish, is considered desirable and may enhance a candidate's profile.
