Job Overview:
The Labour Mobility Program Manager will play a crucial role in the Pacific Australia Labour Mobility (PALM) scheme, a significant initiative by the Australian Government aimed at enabling workers from nine Pacific Island Countries and Timor-Leste to work in priority sectors in Australia. The Program Manager will be embedded within Labour Sending Units (LSUs) and will facilitate engagement with Australian employers for recruitment and mobilization. The role also involves enhancing work-ready talent pools and providing operational and programmatic support to LSUs, focusing on welfare, communication, reintegration, and pre-departure briefings. This position is vital for ensuring that workers can access the PALM scheme in ways that maximize benefits while minimizing risks associated with labor mobility participation.

Duties and Responsibilities:
The Program Manager - Nauru will be responsible for several key duties: Collaborating with the LSU and stakeholders to strengthen the worker pool through innovative registration processes and enhanced work readiness programs; reviewing and updating standard operating processes and policies to align with changes in the labor mobility program; ensuring effective communication and coordination between the LSU, approved employers, and key Australian stakeholders to facilitate successful mobilization of workers to Australia; supporting pre-departure briefing (PDB) trainers to ensure that PDBs are relevant and timely, delivering key messaging to manage worker expectations; working with the LSU and the PLMSP Reintegration team to develop and support reintegration policies and initiatives; assisting the Worker Welfare role in developing clear policies and guidance on the LSU's responsibilities regarding worker welfare; and supporting the effective implementation and utilization of the In-Country Recruitment Database (IRD) to meet LSU needs.

Required Qualifications:
The successful candidate must possess tertiary qualifications or equivalent experience, along with 3-5 years in similar project support or management roles. They should demonstrate strong relationship management skills, enabling them to work effectively across broader teams and with external stakeholders. Advanced research and analytical skills are essential, as well as proven strong written and verbal communication skills. Additionally, the candidate should exhibit strong organizational and project management skills, with the ability to initiate tasks, work independently, and prioritize and monitor progress effectively.

Educational Background:
Candidates are expected to have tertiary qualifications or equivalent experience relevant to project support or management. This educational background should provide a solid foundation for understanding the complexities of labor mobility programs and the associated operational requirements.

Experience:
The position requires 3-5 years of experience in project support or management roles, particularly in contexts related to labor mobility, workforce development, or similar fields. This experience should include demonstrated success in managing relationships with various stakeholders and executing programmatic initiatives effectively.

Languages:
While the job description does not specify mandatory languages, proficiency in English is likely essential given the nature of the role and the stakeholders involved. Additional languages relevant to the Pacific Island Countries and Timor-Leste may be advantageous but are not explicitly required.

Additional Notes:
The application deadline is set for Sunday, 24th November 2024, at 11.59pm AEST, and applications will be assessed on a rolling basis. The position is based in Nauru, and Palladium encourages applications from candidates in Pacific Island nations and Timor-Leste, as well as from Australia and beyond. The organization is committed to building a diverse workforce and strongly encourages individuals with disabilities to apply, ensuring that any necessary adjustments are made to support their application process.
