Job Overview:
The External Relations Officer will play a crucial role in the Country Office's efforts to mobilize resources, advocate for health initiatives, and build partnerships with various stakeholders, including non-state actors. This position is integral to the Senior Management Team and will involve developing and implementing innovative strategies for resource mobilization to secure sustainable financing for both core and emergency health activities. The officer will be responsible for researching donor interests, drafting proposals, and maintaining effective communication with partners to ensure alignment with WHO's strategic direction. The role also includes managing multiple projects, monitoring progress, and ensuring compliance with donor agreements, thereby contributing to the overall effectiveness of the Country Office's operations.

Duties and Responsibilities:
  • Develop and implement a resource mobilization action plan tailored to the Country Office's needs, ensuring sustainable financing for health initiatives.
  • Research and analyze the interests and application requirements of key donors and funding sources.
  • Draft proposals, donor briefings, and reports to ensure timely and accurate reporting to stakeholders.
  • Maintain and enhance partner relations through innovative communication strategies, including quarterly briefings.
  • Contribute to negotiations for donor agreements and oversee the mobilization of resources and grants management.
  • Monitor project calendars and milestones, analyzing project activities and progress towards targets.
  • Liaise with Regional Offices to secure necessary legal and financial clearances for proposals and agreements.
  • Manage multiple projects throughout their life cycle, ensuring alignment with donor agreements and organizational goals.
  • Collaborate with coordination agencies to engage in system-wide resource mobilization activities. 1
  • Work with the Communication Officer to effectively utilize communication products to inform and engage donors. 1
  • Perform any other relevant duties as assigned by the supervisor.

Required Qualifications:
  • University degree in Social Sciences, International Relations, Political Sciences, Business Administration, Communications, Marketing, Management, or Economics from an accredited institution.
  • Desirable qualifications include specific studies in resource mobilization, partnership building, and humanitarian work.
  • Training in donor intelligence, proposal writing, and project management is also desirable.
  • Strong interpersonal, representational, and organizational skills are essential, along with the ability to facilitate collaboration among diverse partners.
  • Proven success in resource mobilization and excellent analytical and writing skills are required.
  • Candidates must demonstrate integrity, tact, and discretion, with the ability to work under pressure.

Educational Background:
Candidates must possess a university degree in relevant fields such as Social Sciences, International Relations, Political Sciences, Business Administration, Communications, Marketing, Management, or Economics. Additional desirable qualifications include specialized studies in resource mobilization and partnership building, as well as training in donor intelligence and project management.

Experience:
A minimum of five years of related experience at both national and international levels in resource mobilization and external relations is required. Candidates should have documented achievements in resource mobilization activities, with desirable experience in WHO or other UN agencies, particularly in emergency contexts.

Languages:
Expert knowledge of English is essential for this position. Intermediate knowledge of French is considered desirable, enhancing communication capabilities with a broader range of stakeholders.

Additional Notes:
The position offers a competitive remuneration package, starting with an annual base salary of USD 64,121, along with a variable post adjustment reflecting the cost of living in Accra. Additional benefits include 30 days of annual leave, allowances for dependent family members, home leave, and an education grant for dependent children.
