Job Overview: The Monitoring & Evaluation and Learning Director (MEL Director) will play a crucial role in overseeing the monitoring, evaluation, and learning system for a potential 5-year supply chain system strengthening project in Uganda. This position is vital for ensuring the availability and use of quality data for adaptive management and maintaining reporting procedures in compliance with USAID systems. The MEL Director will be responsible for developing a robust monitoring and evaluation system aligned with the USAID results framework, coordinating data collection efforts, conducting field visits for data validation, and ensuring the quality of data sets. Additionally, the MEL Director will contribute to the adaptive management of the program, oversee the technical information management system, and document project performance against established outputs and indicators. A significant aspect of this role involves building the capacity of the Government of Uganda, Ministry of Health (MOH), and other stakeholders in data collection, utilization, and dissemination, ensuring harmonization of monitoring and data collection activities, and sharing information effectively.
Duties and Responsibilities: The MEL Director will be tasked with designing and implementing the project's MELE system, which includes developing indicators, setting targets, monitoring project progress, ensuring timely data collection, and writing quarterly and annual reports. The MEL Director will also liaise with the project financial team to track the budget in relation to project results and outcomes. Providing technical inputs to the technical team to assist in developing program goals and objectives, as well as MEL tools and strategies, is essential. The MEL Director will oversee the development, maintenance, and use of the project technical information management system, ensuring its interoperability with the national health information management system. Supporting the MOH in developing a health sector MEL framework and monitoring health system strengthening interventions is also a key responsibility. Regularly updated reports on the status of implementation against project goals and objectives will be provided to the Chief of Party, USAID, and other program managers as required. The MEL Director will collaborate with the project team to identify project activities, processes, and outcomes worthy of documentation and design a system for capturing lessons learned and best practices. Adherence to MSH procurement integrity and institutional standards and procedures in all project management responsibilities is mandatory.
Required Qualifications: Candidates must possess an advanced degree in a relevant discipline and have at least 8 years of demonstrated experience in designing and implementing monitoring and evaluation activities and special studies for complex programs in developing countries. A total of 10 years of progressively responsible experience is preferred. Candidates should have an excellent command of monitoring and evaluation methodologies, knowledge of integrated health services and support programs, and previous experience in implementing and managing a rigorous MEL system, including developing performance monitoring plans that track performance as sub-results/results and by funding stream. Knowledge of data collection protocols to ensure accurate data collection and verification is essential, along with the ability to identify data trends and communicate this information effectively.
Educational Background: An advanced degree in a relevant field is required for this position. This could include degrees in public health, social sciences, or other related disciplines that provide a strong foundation for understanding health systems and evaluation methodologies.
Experience: The position requires at least 8 years of demonstrated experience in monitoring and evaluation activities, with a preference for candidates who have 10 years of progressively responsible experience. Experience in the health sector, particularly in health systems strengthening and supply chain metrics, is highly desirable. Candidates should also have experience leading and building the capacity of MEL officers, including remote, field-based staff, to meet program needs and deliverables.
