Job Overview:
The Deputy Chief of Party II (DCoP) – Operations for the USAID-funded Feed the Future Flagship Agricultural Activity will play a crucial role in the successful implementation of this multi-year project aimed at enhancing economic growth in the agricultural sector of the DRC. This position involves overseeing the operational, financial, and administrative aspects of the project, ensuring compliance with donor requirements and local regulations. The DCoP will work closely with the Chief of Party and the Senior Management Team to address operational challenges, manage risks, and ensure the effective delivery of program activities. The role requires a strong focus on financial management, resource stewardship, and operational oversight, with an emphasis on promoting transparency and accountability within the project.

Duties and Responsibilities:
The DCoP – Operations will be responsible for leading the operational and contractual aspects of the Feed the Future project. Key responsibilities include managing operations functions to meet CRS standards and donor requirements, collaborating with programming leads to ensure appropriate project expenditures, and monitoring day-to-day operations for high-quality service delivery. The DCoP will implement and enhance internal processes for efficiency, ensure compliance with local and national regulations, and manage the planning and implementation of field activities. Additionally, the DCoP will provide operational guidance to program staff, supervise the recruitment and management of local operational staff, and ensure compliance with agency and USAID contract requirements. The role also involves maintaining a learning environment and overseeing the consortium capacity sharing strategy.

Required Qualifications:
Candidates should possess a Master’s degree, preferably in International Development, International Relations, or a relevant technical area. A minimum of 7 years of relevant management and technical experience is required, including at least 5 years managing donor funds and multi-country grants. Strong knowledge and experience in budget management and previous experience with USAID-funded contracts are highly desired. Candidates should demonstrate successful management of complex, high-value projects and possess staff management experience conducive to a learning environment.

Educational Background:
A Master’s degree is strongly preferred for this position. Degrees in fields such as International Development, International Relations, or other relevant technical areas are also acceptable. Educational qualifications should reflect a strong foundation in management principles and practices relevant to international development and humanitarian assistance.

Experience:
The position requires at least 7 years of relevant management and technical experience, with a strong emphasis on operational management in international development programs. Candidates should have a proven track record of managing donor funds, particularly in complex, multi-activity projects. Experience in coaching and staff management is also essential, as the role involves leading a team and fostering a culture of excellence and accountability.

Languages:
Fluency in both English and French is required for this position. Proficiency in these languages is essential for effective communication with stakeholders, including donors, partners, and local communities.

Additional Notes:
This position is anticipated to be based in Kinshasa, with the possibility of travel up to 30% within the Democratic Republic of Congo.
