Job Overview:
The Programme Officer position is situated within the Regional Programming Unit (RPU) of the ILO Regional Office for Africa, located in Abidjan, Côte d'Ivoire. The RPU is responsible for providing strategic advice and support to ILO regional management and country offices across 54 African nations. The role involves assisting in the planning, monitoring, and evaluation of various decent work programs, including Decent Work Country Programmes (DWCPs). The incumbent will collaborate closely with Programme Officers in Decent Work Technical Support Teams (DWTs) and Country Offices (COs) to ensure effective implementation of ILO activities. This position requires a proactive approach to resource allocation and program management, ensuring alignment with the organization's objectives and results-based management principles.

Duties and Responsibilities:
The Programme Officer will undertake a variety of specific duties, including:
  • Providing technical assistance for the formulation, implementation, monitoring, and evaluation of regional decent work programs and DWCPs.
  • Supporting the preparation and organization of outcome-based workplan reviews and monitoring program implementation.
  • Assessing budget situations and proposing changes in program allocations.
  • Contributing to the development of joint programs within the UN system to promote the Decent Work Agenda.
  • Ensuring gender-related aspects are integrated into project planning and evaluation.
  • Supporting resource mobilization for development cooperation projects.
  • Performing other relevant duties as assigned, which may include conducting analyses of program proposals, preparing reports, and participating in training seminars.

Required Qualifications:
Candidates must possess an advanced level university degree (Master’s or equivalent) in economics, business or public administration, social science, or a related field. Alternatively, a first-level university degree (Bachelor’s or equivalent) in one of these fields, combined with an additional two years of relevant experience, will be accepted in lieu of an advanced degree. Candidates should demonstrate excellent analytical skills, the ability to prepare high-quality reports, and a solid understanding of financial practices and program evaluation techniques.

Educational Background:
The educational background required for this position includes an advanced university degree (Master’s or equivalent) in relevant fields such as economics, business administration, public administration, or social sciences. A Bachelor’s degree in these areas, along with additional relevant experience, may also be considered acceptable.

Experience:
A minimum of five years of professional experience in program management is required for this position. Candidates should have a proven track record in managing and evaluating programs, as well as experience in working with international organizations or within the UN system.

Languages:
Candidates must have an excellent command of either English or French, along with a working knowledge of the other language. This requirement ensures effective communication within the ILO's multilingual environment, where both languages are commonly used.

Additional Notes:
The position is a fixed-term contract for a duration of 24 months, with the possibility of extension based on performance. The successful external candidate will be subject to a probationary period of two years. Employment is contingent upon medical fitness certification by the ILO Medical Adviser. The ILO emphasizes a zero-tolerance policy towards sexual exploitation and abuse, and candidates may undergo background verification to ensure compliance with this policy.
