Job Overview:
The OECD's Science, Technology and Innovation (STI) Directorate is seeking a dynamic and experienced manager to lead the Data Flows, Governance and Privacy (DFGP) Division. This role involves overseeing a team of approximately 20 professionals in a multicultural environment, managing the division's budget, and representing the OECD in international forums. The selected candidate will be responsible for advancing the Secretary-General's strategic objectives, particularly in the areas of data governance, data flows, and privacy. The position requires a skilled negotiator capable of managing complex inter-institutional relationships and providing strategic guidance to a highly qualified team. The successful candidate will also work closely with other policy areas to implement the OECD's broader goals of better policies for better lives.

Duties and Responsibilities:
The main responsibilities of the Head of the DFGP Division include managing the Working Party on Data Governance and Privacy (WPDGP), developing and implementing work programmes, and fostering participation and debate among stakeholders. The role involves formulating and evaluating work programme activities, ensuring high-quality outputs, and managing communications and dissemination strategies. Additionally, the candidate will represent the Directorate at various meetings, establish contacts with other organizations, and lead the staff of the Division by setting objectives and providing guidance. Budget management is also a key responsibility, including overseeing financial resources and promoting work programme activities to secure funding.

Required Qualifications:
The ideal candidate should possess an advanced university degree in relevant disciplines such as economics, public policy, or law. A minimum of ten years of senior-level experience in policy areas related to data governance and privacy is required, preferably in national administrations or international organizations. The candidate should have extensive knowledge of policy analysis, a passion for data policy development, and experience in managing complex projects and budgets. Proven ability to work with inter-governmental committees and present OECD work results to diverse audiences is essential.

Educational Background:
Candidates must have an advanced university degree in disciplines relevant to the DFGP Division's work programme, such as economics, public policy, or law. This educational background is crucial for understanding the complexities of data governance and privacy issues.

Experience:
The position requires at least ten years of senior-level experience in relevant policy areas, ideally acquired in national administrations or international organizations. Candidates should have a proven track record of managing projects, achieving targeted results, and working with inter-governmental committees.

Languages:
Fluency in one of the two OECD official languages (English and French) is mandatory, along with a willingness to learn the other language. This bilingual requirement is essential for effective communication within the organization and with external stakeholders.

Additional Notes:
The contract duration is a three-year fixed-term appointment, with the possibility of renewal. The position offers a monthly base salary starting from 12,109 EUR, plus allowances based on eligibility, and is exempt from French income tax.
