Job Overview:
The Country Administrator is responsible for the effective administrative and financial management of the country coordination and zone coordinations. This includes preparing coordination budgets and overseeing project budget drafting. The role requires ensuring compliance with COOPI procedures and donor requirements, as well as maintaining accurate and comprehensive financial reporting. The Country Administrator plays a crucial role in ensuring the sustainability of the coordination and is the point of contact for the headquarters regarding financial information.

Duties and Responsibilities:
  • Budget Planning and Control: Collaborate with the Head of Mission to prepare and periodically review the budget for general coordination and any zone coordinations in the country. Ensure the sustainability of coordinations and verify the correct allocation of fixed costs across projects.
  • Economic and Logistical Control: Supervise new project budgets in line with planning and sustainability requirements. Work with project leaders and zone administrators to identify financial commitments for project activities.
  • Project Administrative Management: Oversee the economic and financial management of projects, including monthly reviews of financial statements and forecasts. Provide support and guidance to project leaders and ensure adherence to COOPI's administrative procedures.
  • Financial Management: Supervise cash and bank management, ensuring timely fund transfers to projects. Manage donor funding updates and ensure compliance with financial reporting deadlines.
  • Reporting and Audits: Finalize and control interim and final financial reports for donors, ensuring accuracy and proper archiving of project data. Prepare for annual audits and ensure compliance with administrative procedures across various bases in the country.
  • Human Resources Management: Supervise local administrators and ensure their training and compliance with administrative standards. Oversee the work of the human resources office for both national and expatriate staff.
  • Other Responsibilities: Regularly produce and transmit requested information to the Milan headquarters, ensuring proper documentation archiving and managing bureaucratic relations with local public bodies and donor agencies.

Required Qualifications:
Essential qualifications include a degree in Economic disciplines or a related field, with at least 5 years of certified experience in economic-financial sectors and administrative coordination within international cooperation organizations. Candidates should have a good understanding of donor procedures, particularly from the EU, UNICEF, OIM, ECHO, WFP, AICS, UNHCR, and BHA. Proficiency in French and English is required, along with excellent organizational skills, teamwork abilities, and the capacity to work in multicultural and high-pressure environments. Candidates should also demonstrate a commitment to the values and principles of non-governmental organizations.

Educational Background:
Candidates are expected to hold at least a Bachelor's degree or equivalent in Economic disciplines. This educational background is crucial for understanding the financial and administrative aspects of the role, as well as for effective communication with stakeholders and donors.

Experience:
A minimum of 5 years of relevant experience in economic-financial management and administrative coordination within international cooperation organizations is required. This experience should include familiarity with donor procedures and the ability to manage complex financial reporting and budgeting processes.

Languages:
Fluency in French is mandatory, while proficiency in English is also required. Knowledge of additional languages may be considered an asset, particularly in the context of working in a multicultural environment.
