Job Overview:
The Director of Finance and Administration (DAF) plays a crucial role in overseeing all finance and administration functions for ICAP in Mozambique. This position is responsible for budget development, financial management, compliance, and office management. The DAF will work closely with the Country Director and leadership team to ensure that financial operations align with programmatic goals and donor requirements. The role requires a strategic mindset to develop and implement financial systems that promote transparency and accountability while ensuring compliance with Columbia University and donor regulations. The DAF will also be responsible for building and supervising a strong administrative team, providing training, and conducting site visits to monitor financial and administrative capacities.

Duties and Responsibilities:
  • Develop and manage ICAP finance and administration procedures to ensure compliance with Columbia University and funder regulations.
  • Serve as the primary custodian of all financial transactions and establish financial systems for transparency and accuracy.
  • Develop and monitor budgets across multiple grants, ensuring alignment with programmatic needs.
  • Conduct monthly financial analyses and present reports to facilitate planning and budget re-alignment.
  • Identify opportunities for operational improvements and provide training to ICAP staff and partners.
  • Serve as the lead liaison with ICAP headquarters and national tax authorities.
  • Establish and maintain relationships with vendors and ensure timely payments.
  • Supervise procurement processes and maintain inventory of supplies.

  • Collaborate with HR to manage recruitment and performance management systems. 1
  • Lead the PEPFAR Expenditure Analysis process and ensure accurate financial reporting.

Required Qualifications:
  • Bachelor’s degree in business administration, finance, accounting, or related field required; Master’s degree preferred.
  • Minimum ten (10) years of relevant work experience, with at least seven (7) years in an international NGO.
  • Demonstrated experience in financial data analysis and accounting principles.
  • Experience with international donors, particularly US Government agencies, is strongly preferred.
  • Strong supervisory and management skills with experience in leading finance and administrative teams.
  • Proficiency in Microsoft Office Suite, especially Excel, Word, and PowerPoint.
  • Fluency in English and proficiency in Portuguese is required.

Educational Background:
A Bachelor’s degree in business administration, finance, accounting, or a related field is required for this position. A Master’s degree is preferred, indicating a higher level of expertise and understanding of complex financial systems and management practices.

Experience:
The position requires a minimum of ten (10) years of relevant work experience, with at least seven (7) years specifically in an international NGO setting. Candidates should have a proven track record of analyzing financial data and managing budgets effectively. Experience with international donors, particularly US Government agencies, is essential, along with strong supervisory skills and the ability to work independently.

Languages:
Fluency in English is mandatory, and a high degree of proficiency in Portuguese is also required for effective communication within the organization and with local stakeholders.

Additional Notes:
This position may require frequent travel to field sites and possibly international travel. The role is full-time and involves significant responsibilities in financial management and administration. Candidates should be prepared to engage in complex human resource matters and ensure compliance with all relevant regulations and standards.
