Job Overview:
The UNV Specialist in Monitoring and Evaluation will play a crucial role in supporting UNICEF's mission in Panama by coordinating and executing activities related to monitoring, evaluation, and evidence generation. This position is integral to the implementation of the Country Program for 2021-2025, which prioritizes early childhood development, education, and child protection. The specialist will work closely with government counterparts to strengthen the national statistical system and enhance evaluation capacities. The role involves technical, operational, and administrative support in designing and implementing studies, analyses, and evaluations, ensuring that UNICEF's contributions are based on solid evidence. The specialist will also assist in planning and reporting activities, contributing to the overall effectiveness of UNICEF's programs in Panama.

Duties and Responsibilities:
  • Monitoring Children's Rights: Support the design, implementation, and quality control of studies and analyses regarding the situation of children in Panama. Produce cross-tabulations, tables, and graphs from databases for various themes and initiatives.
  • Evaluation: Assist in the design, implementation, and quality control of evaluations. Support processes aimed at strengthening national evaluation capacities for public policy.
  • Program Monitoring, Planning, and Reporting: Collaborate with program areas to monitor their actions by designing and measuring disaggregated indicators that reflect the number of children reached. Support planning and reporting processes in the office, including annual work plans and internal and external reports. Maintain the monitoring and visualization system for UNICEF's response to migrant and mobile children, which may involve capacity building for implementing partners and other field counterparts. Support knowledge management initiatives by designing, implementing, and supervising the quality of experience systematizations, particularly for integrated social service models and programs addressing disability. Assist in accountability initiatives to affected communities.

Required Qualifications:
Candidates must possess strong analytical skills, experience in monitoring and evaluation, and familiarity with statistical software. They should demonstrate the ability to work collaboratively with diverse teams and stakeholders, including government officials and community organizations. Proficiency in data visualization and reporting tools is essential, along with a commitment to UNICEF's mission and values.

Educational Background:
A bachelor's degree in social sciences, statistics, public policy, or a related field is required. A master's degree in a relevant discipline is preferred and may enhance the candidate's qualifications for the role.
