Job Overview:
The HSSE Officer position is critical in the context of the recent earthquakes that struck Herat Province, which have left over 275,000 individuals in need of urgent support. The role involves working closely with the IBN HSSE Officer to ensure health and safety standards are upheld during the reconstruction efforts led by UNOPS. The officer will be responsible for raising awareness about health and safety issues, inspecting work sites, overseeing installations and maintenance, and ensuring compliance with health and safety regulations. The position requires a proactive approach to identifying and addressing potential hazards, as well as maintaining accurate records of health and safety training and incidents. The HSSE Officer will play a vital role in ensuring a safe working environment for all stakeholders involved in the reconstruction efforts.
Duties and Responsibilities:
The HSSE Officer will have a comprehensive set of responsibilities, including but not limited to:
- Supporting the IBN HSSE Officer in promoting health and safety awareness among project teams and stakeholders.
- Conducting regular inspections of work sites to identify unsafe practices and enforce corrective actions.
- Overseeing the installation, maintenance, and disposal of equipment and substances in compliance with laws and best practices.
- Assisting in the recording and investigation of incidents to propose improvements.
- Preparing reports on incidents and compiling statistical data for management review.
- Ensuring a safe workplace environment for all individuals involved in the project.
- Collaborating with the IBN HSSE Officer to ensure adherence to health and safety policies and procedures.
- Ensuring contractors meet their statutory obligations regarding health and safety.
- Managing safety inspections, risk assessments, and ensuring awareness of responsibilities among contractors and employees. 1
- Maintaining accurate health and safety training records. 1
- Assisting in establishing a program of HSSE inspections and audits. 1
- Staying updated on health and safety legislation and communicating changes to stakeholders. 1
- Participating in site meetings to report on health and safety matters. 1
- Performing other related duties as required by the IBN HSSE Officer. 1

Required Qualifications:
The position requires the following qualifications:
- Completion of secondary education is mandatory.
- A first-level university degree (e.g., Bachelor) in Social Science is preferred.
- A minimum of 7 years of general experience is required, with at least 3 years specifically in HSSE compliance.
- Experience with organizations such as the Asia Development Bank, UN agencies, or NGOs is highly desirable.
- Proven experience in occupational health and safety, particularly in infrastructure projects, is essential.
Educational Background:
Candidates must have completed secondary education as a minimum requirement. A first-level university degree in Social Science or a related field is preferred, which indicates a foundational understanding of social dynamics and the ability to engage with diverse stakeholders effectively.
Experience:
The ideal candidate should possess a minimum of 7 years of general work experience, with at least 3 years specifically focused on health, safety, security" style="border-bottom: 1px dotted #007bff !important;">security, and environmental (HSSE) compliance.
