Job Overview: The Operations Senior Associate position is crucial for the effective management of administrative, logistics, and vehicle operations within the Infrastructure for Basic Human Needs in Afghanistan (IBN) Project. This role directly contributes to the development of critical infrastructure and humanitarian responses in Afghanistan, particularly in areas affected by natural disasters. The Operations Senior Associate will ensure compliance with UNOPS regulations while promoting a results-oriented approach to resource utilization. The position requires collaboration with various stakeholders to support the 'building back better' philosophy and the revitalization of livelihoods through the 'Cash for Work' modality. The successful candidate will be responsible for coordinating project operations, ensuring efficient service delivery, and maintaining high standards of operational excellence.
Duties and Responsibilities:
Management Support: Record and maintain work plans, guide personnel in executing office transactions, and ensure compliance with UNOPS policies. Collaborate on the annual work plan, monitor activities, and resolve operational issues. Manage the Contracts Management Tracker and liaise with support services on administrative matters. Oversee financial workflows and monitor project operational financial indicators.
Logistics and Inventory Management: Ensure effective logistics and inventory management for project assets and supplies. Implement control measures, prepare inventory reports, and supervise the issuance and disposal of inventory items. Liaise with the HMAC Cost Recovery unit for facility maintenance and manage project assets.
Vehicle Coordination and Management: Optimize vehicle use and driver schedules, maintain vehicle request trackers, and oversee vehicle lease agreements. Prepare transportation work plans and budget requirements based on operational needs.
Team Coordination: Coordinate with team members for work planning and ensure adherence to policies and best practices.
Knowledge Building and Sharing: Maintain accurate project documentation, facilitate learning initiatives, and contribute to knowledge management activities.
Required Qualifications: Candidates must possess a Secondary School Diploma as a minimum requirement. A First University Degree (Bachelor's) in Business Administration, Public Administration, or equivalent disciplines is desired. Project Management or Administrative certification is also preferred. Proficiency in computers and office software packages is essential, along with experience in handling web-based management systems.
Educational Background: The position requires at least a Secondary School Diploma. A Bachelor's degree in relevant fields such as Business Administration or Public Administration is preferred. Additional certifications in project management or administration are advantageous.
Experience: Candidates should have a minimum of 6 years of relevant experience in administrative, logistics, asset management, project management, or operations support services with a Secondary School Diploma. Alternatively, 2 years of relevant experience is required with a First University Degree. Experience in leading or supervising support teams is necessary, along with proficiency in computer systems and office software. Experience within UN system organizations is desirable.
Languages: Fluency in English is required for this position. Proficiency in additional languages may be considered an asset but is not mandatory.
Additional Notes: The contract type is ICA - LICA - Support - Regular, with a duration of 12 months. The position is classified at the Associate seniority level (ICS 07).
