Job Overview: The Procurement Officer will play a crucial role in supporting the development cooperation project titled 'Promoting Decent Work for Syrians Under Temporary Protection and Turkish Citizens.' This project aims to facilitate the integration of Syrian refugees and Turkish citizens into the labor market while enhancing their skills. The Procurement Officer will be responsible for ensuring compliance with ILO procurement rules and regulations, conducting market research, preparing procurement plans, and managing the procurement process for goods and services necessary for the project's success. The role requires a proactive approach to identify and engage with potential service providers and vendors, ensuring that all procurement activities align with the project's objectives and the ILO's standards.
Duties and Responsibilities:
Ensure timely completion of specialized procurement support services, adhering to ILO rules and regulations. Regularly update the procurement plan for the project.
Conduct market research to identify potential service providers and vendors, ensuring compliance with the UN Global Marketplace Sanction list.
Assist in the procurement of services and supplies, including preparing terms of references and technical specifications.
Draft contracts based on standard templates and advise the Project Manager on contractual clauses.
Participate in evaluating offers and negotiating contracts in accordance with ILO financial rules.
Follow up on approvals and payments for purchased goods and services.
Manage inventory records and ensure proper distribution and maintenance procedures.
Prepare accurate procurement reports for informed decision-making.
Support auditing of procurement activities and ensure compliance with rules. 1
Provide guidance to the project team on procurement issues and keep abreast of changes in regulations. 1
Perform any other duties assigned by the Project Manager and Director of ILO Office for Türkiye.
Required Qualifications: Candidates must possess a first-level university degree in economics, administrative and social sciences, business administration, or a relevant technical field. An advanced degree or recognized qualification in procurement, such as UNDP/CIPS certification Level 2, is advantageous. Candidates should demonstrate integrity, transparency, quality orientation, and strong communication skills. They must also exhibit the ability to work collaboratively and manage competing priorities effectively.
Educational Background: A first-level university degree in relevant fields such as economics, administrative and social sciences, or business administration is required. An advanced degree or specialized training in procurement is preferred.
Experience: Candidates should have a minimum of one year of professional experience in procurement at the national level. Experience in managing and monitoring external suppliers' deliveries, working with vulnerable groups or refugees, and conducting procurement in donor-funded projects is highly desirable. Familiarity with UN and ILO procurement procedures will be considered an asset.
Languages: Excellent knowledge of written and spoken English and Turkish is mandatory for this position. Proficiency in additional languages may be beneficial but is not required.
