Job Overview:
The position is based in Abidjan, Côte d'Ivoire, within the Regional Office for Africa (BR-Afrique) of the ILO. The incumbent will be responsible for providing professional services to implement and administer a range of programming activities under the Global Skills Development Programme. This includes monitoring and evaluation, deployment of the ILO Service Tracker, learning, and communication. The role requires adherence to established rules, regulations, policies, procedures, and guidelines, and involves using the Enterprise Resource Planning (ERP) system. The incumbent will promote results-based management principles and work closely with various stakeholders, including government counterparts, employers' and workers' organizations, and other international organizations.

Duties and Responsibilities:
  • Provide significant professional services for the improvement, implementation, and promotion of the ILO Service Tracker within the Global Skills Development Programme. Assess and anticipate operational needs and develop a work plan for the implementation of the ILO Service Tracker.
  • Undertake and support monitoring and evaluation activities within the Global Skills Programme.
  • Supervise staff and provide guidance for the implementation of the ILO Service Tracker. Organize online training and coaching for the implementation of the ILO Service Tracker and provide information and orientation to new staff as necessary. Stay updated on changes to applicable standards and best practices. Identify and share knowledge and provide guidance to staff on using knowledge to improve programming.
  • Manage and update tracking tools and the ILO Service Tracker database, including tracking progress towards objectives and suggesting corrective measures. Monitor the efficiency and effectiveness of work methods and processes and formulate recommendations for improving the tracking system.
  • Manage financial operations related to the Service Tracker and prepare financial reports for management.
  • Prepare analytical reports to contribute to programme/project monitoring and provide information for reports and other communications.
  • Support the creation of communities of practice among staff to ensure knowledge sharing and learning around contemporary skills topics and other relevant operational issues.
  • Facilitate the development of baseline studies and use the ILO Service Tracker, among other tools, for data collection, including surveys; ensure regular follow-up on monitoring exercises, including data collection, assessments, and quality monitoring, and track progress on indicators.
  • Produce analytical reports containing findings, recommendations, and lessons learned from the programme, including developing learning products based on monitoring results. 1
  • Support the communication of programme results through social media, the ILO website, and other multimedia channels by preparing content for publications and other communication products. 1
  • Follow up on internal and external audit recommendations and draft responses to audit requests and observations for supervisor review. 1
  • Perform other relevant tasks as assigned.

Required Qualifications:
Education: A bachelor's degree in economics, public policy, development studies, or a related field is required.

Technical Requirements:
- Good knowledge of monitoring and evaluation principles and concepts.
- Good knowledge of results-based management principles.
- Proficiency in PC software (including word processing, spreadsheet, and presentation software) such as Microsoft Office.
- Knowledge of communication principles and concepts.
- Understanding of project management and project cycle (enterprise).
- Familiarity with financial rules and regulations of the office.
- Knowledge of the UN common system policies in administration and operations.
- Understanding of the substantive nature of the ILO's work programmes and activities.
- Knowledge of methods and techniques for designing and evaluating the quality and effectiveness of process execution.

Educational Background:
A bachelor's degree in economics, public policy, development studies, or a related field is essential for this position. This educational background provides the necessary foundation for understanding the complexities of labor markets, social policies, and the principles of effective program management.

Experience:
At least two years of professional experience in planning, monitoring, implementing, and evaluating programs and/or projects in administrative or operational areas is required. Experience working with multiple modules of an Enterprise Resource Planning (ERP) system would be an asset, as it indicates familiarity with integrated management systems that enhance organizational efficiency.

Languages:
Excellent command of English or French is mandatory. Practical knowledge of the other official language of the Organization (English or French) is also required, ensuring effective communication within the multilingual environment of the ILO.
