Job Overview: The National Officer position is based in the Regional Office for Africa (RO-Africa) in Abidjan, Côte d’Ivoire, and is part of the Skills and Employability Branch. The incumbent will play a crucial role in supporting the ILO's Global Skills Programme, which focuses on improving skills development systems and delivering market-relevant training. The position involves providing professional services for the efficient delivery and administration of programming activities, particularly in monitoring and evaluation, deployment of the ILO Service Tracker, and communication. The role requires a proactive approach to managing tasks with minimal supervision, while adhering to established rules and guidelines. The incumbent will work closely with various stakeholders, including government counterparts, UN agencies, and other organizations, to ensure effective implementation of skills development initiatives.
Duties and Responsibilities:
Provide substantial professional services in the improvement, delivery, and promotion of the ILO Service Tracker across the Global Skills Programme, including assessing operational requirements and developing implementation workplans.
Undertake and support monitoring and evaluation activities within the Global Skills Programme framework.
Oversee and guide staff in implementing the ILO Service Tracker, conducting training and coaching sessions, and providing briefings to new staff.
Manage and update monitoring tools and the ILO Service Tracker database, ensuring progress tracking and recommending improvements.
Manage financial operations related to the Service Tracker and prepare financial reports for management.
Prepare analytical reports to contribute to programme/project monitoring and provide inputs for reports and communications.
Facilitate the development of baseline studies and coordinate data collection and validation processes.
Produce analytical reports with findings and recommendations based on monitoring results.

Support communication of programme results through various channels by preparing content for posts and other communication products.

Follow up on audit recommendations and draft responses to audit inquiries for supervisor consideration.

Perform other relevant duties as assigned.
Required Qualifications: Candidates must possess a first-level university degree in economics, public policies, development studies, or a relevant field. Additionally, candidates should have a good understanding of monitoring and evaluation principles, results-based management, and project management. Proficiency in PC software, including Microsoft Office, is essential, along with knowledge of financial rules and regulations relevant to the ILO's operations. Strong drafting skills and the ability to prepare analytical reports are also required, as well as good interpersonal skills and the ability to work effectively in a multicultural environment.
Educational Background: A first-level university degree in a relevant field such as economics, public policies, or development studies is required for this position. This educational background provides the necessary foundation for understanding the complexities of program planning, monitoring, and evaluation within the context of the ILO's mission and objectives.
Experience: Candidates should have a minimum of two years of professional work experience in program and/or project planning, monitoring, implementation, and evaluation activities. Experience in administrative or operational areas is also valuable. Familiarity with enterprise resource planning (ERP) systems is considered an asset, as it enhances the candidate's ability to manage and analyze data effectively.
Languages: Candidates must have an excellent command of one of the official working languages of the ILO, which are English and French. A working knowledge of the other official language is also required, ensuring effective communication within the organization and with external stakeholders.
