Since the Treaty is not yet in force, the organization is called the Preparatory Commission for the Comprehensive Nuclear-Test-Ban Treaty Organization (CTBTO). It was founded in 1996, has over 260 staff from over 70 countries, and is based in Vienna. The CTBTO’s main tasks are the promotion of the Treaty and the build-up of the verification regime so that it is operational when the Treaty enters into force.

Job Overview: The Network Operations Officer position is situated within the GCI and Network Operations Unit of the Operations Section in the International Data Centre Division (IDC) of the CTBTO. The role involves overseeing the daily operations of both Internal and Global Communications Networks, ensuring effective coordination of program activities, and managing communications with contractors regarding Network Management Systems (NMS). The officer will act as a focal point for operational matters, including outage notifications and troubleshooting network incidents. The position requires a proactive approach to support end-users, track network performance, and contribute to the selection of optimal communication systems for remote operations. The officer will also be responsible for developing and auditing procedures for network operation and maintenance, preparing metrics and reports for member states, and conducting technical training classes. Additionally, the role includes participation in procurement processes and project management related to IT and telecommunications, making it a critical position for the successful functioning of the CTBTO's verification systems.
Duties and Responsibilities: The duties and responsibilities of the Network Operations Officer include:
Overseeing the day-to-day operations of Internal and Global Communications Networks.
Coordinating program activities and communications with contractors regarding Network Management Systems (NMS).
Acting as the focal point for operational communications with the International Monitoring Systems Division (IMS) and other organizational units.
Providing support to end-users and documenting actions taken to resolve issues through trouble tickets.
Supporting network performance tracking and daily operations using monitoring skills and telecommunication metrics.
Contributing to the selection of optimal communication systems for remote site operations, including terrestrial circuits and satellite communication systems.
Supporting power budget estimation and selecting communication hardware and technology for secure connections to the International Data Center.
Developing and auditing procedures for the operation and maintenance of the GCI network.
Creating metrics and reports assessing the quality of the GCI network for meetings with member states. 1
Developing and conducting presentations and technical training classes for delegations and States Signatories. 1
Participating in procurement processes, including drafting Terms of Reference, conducting technical evaluations, and validating invoices. 1
Contributing to the development and tracking of the Unit’s procurement plan. 1
Coordinating and managing IT & Telecommunications projects related to local and wide area networks. 1
Performing other duties as assigned.
Required Qualifications: The position requires the following qualifications:
A university degree in computer science, electronics, telecommunications engineering, or a related field.
At least five (5) years of relevant working experience in network design, data communication protocols, and the procurement, installation, and operation of communications equipment.
Experience with Cisco routers and switches, VSAT satellite communications equipment, TCP/IP, and Ethernet is preferred.
A current standard certification from the relevant industry, such as CCNP Routing and Switching or Network+, is required.
Experience in communication systems selection, sizing, and support, including GSM, MPLS, and satellite systems, is essential.
Familiarity with monitoring network equipment and providing remote support is crucial.
Previous experience using ticketing systems such as JIRA is desirable.
A good understanding of IT security and virtual private networking (VPN) is an asset.
Knowledge of uninterruptible power systems and alternative power solutions is beneficial. 1
Experience in IT project management with certifications such as Prince2 or Scrum Master is desirable. 1
Proficiency in advanced Microsoft Office and other computer applications is required.
Educational Background: Candidates must possess a university degree in a relevant field such as computer science, electronics, telecommunications engineering, or a related discipline.
