Job Posting Organization:
SOLIDARITÉS INTERNATIONAL was established in Afghanistan in 1980 during the Soviet Occupation and has been dedicated to supporting the Afghan people for over 38 years. The organization has maintained an uninterrupted presence in the country until 2018, providing a wide range of services including water, hygiene, sanitation, security" style="border-bottom: 1px dotted #007bff !important;">security" style="border-bottom: 1px dotted #007bff !important;">food security, livelihoods, and shelter for populations affected by conflicts or natural disasters. After resuming its programs in December 2021, SOLIDARITÉS INTERNATIONAL has established operations in Bamiyan, Kapisa, Wardak, and Kabul provinces, with exploratory missions in Nimroz and Farah provinces. In 2022, the organization implemented food security and WASH programs and aims to scale them up in 2023, with a projected budget increase from 2 million euros to around 6 million euros and an expansion of its team from 70 to 150 employees.

Job Overview:
The WASH Coordinator plays a crucial role in developing the strategy for SOLIDARITÉS INTERNATIONAL in Afghanistan, specifically focusing on the WASH sector. This position is responsible for ensuring the quality and relevance of technical approaches and WASH activities, aligning them with the needs of local populations. The WASH Coordinator oversees the project cycle, particularly the operational monitoring of WASH programs in the country. Additionally, this role contributes to the improvement of SOLIDARITÉS INTERNATIONAL's methods and techniques in the WASH field. Reporting to the director" style="border-bottom: 1px dotted #007bff !important;">Country Director and functionally managed by the WASH Technical department, the WASH Coordinator also manages the WASH Deputy Program Managers.

Duties and Responsibilities:
The WASH Coordinator's main responsibilities include:
  • Strategic orientation: Developing a sector-based strategy for WASH in Afghanistan.
  • Ensuring the relevance and quality of projects: Guaranteeing that WASH activities meet the needs of local populations.
  • Providing coordination, technical support, and operational monitoring for WASH programs.
  • Contributing to capitalization efforts and improving methods and techniques in the WASH sector.
  • Managing personnel, including the WASH Deputy Program Managers.
  • Reporting, communication, and representation with stakeholders.
  • Developing technical guidance for ECHO & BHA programs.
  • Supporting the Sub-Regional Cluster Coordinator and building relationships with key WASH actors.
  • Establishing quality standards and SOPs for SI programming. 1
  • Developing an emergency response strategy for potential outbreaks. 1
  • Conducting needs assessments on WASH requirements in SI areas.

Required Qualifications:
The position requires the following qualifications:
  • A Bachelor or Master’s degree related to engineering and WASH.
  • At least one significant experience in a leadership role related to WASH humanitarian program coordination.
  • A minimum of 2 years of project management experience.
  • Previous experience in implementing emergency projects and conducting assessments.
  • Experience in proposal development and humanitarian coordination mechanisms.
  • Proven ability to work in tense security and emergency contexts.
  • Experience in team management.

Educational Background:
Candidates must possess a Bachelor or Master’s degree in a field related to engineering and WASH, which provides the foundational knowledge necessary for effective program implementation and management in the WASH sector.

Experience:
The ideal candidate should have at least two years of experience in project management, with a significant leadership role in coordinating WASH humanitarian programs. Experience with NGOs and in emergency project implementation is essential, along with a background in conducting assessments and developing proposals. Familiarity with humanitarian coordination mechanisms, particularly clusters, is also required. Previous experience in Afghanistan is considered an asset, as is experience in training and capacity building of staff, as well as advocacy and negotiation with donors and policymakers.

Languages:
Fluency in English, both written and spoken, is mandatory for this position. Knowledge of Dari or Pashto is considered an asset, enhancing communication with local stakeholders and communities.

Additional Notes:
This is a salaried position with a base salary of EUR 2600, plus experience-based adjustments and a 10% annual leave allowance paid monthly. A monthly per diem of 600 USD is provided during the mission. The organization covers travel expenses between the expatriate's country of origin and the assignment location. A break system is implemented, allowing one break after every two months of work, with a break allowance of 850 USD. Expatriates benefit from a comprehensive insurance package covering healthcare expenses, including medical, surgical, dental, and repatriation costs. Living conditions in Kabul are fair, with access to essential goods and services, although the security situation can be tense. The WASH Coordinator will reside in a shared guesthouse with other international staff.
