Job Overview:
The Programme Officer position is situated within the Connectivity and Infrastructure Section of the Technology, Innovation, Connectivity and Infrastructure Development Division at the ECA. The role focuses on the implementation, monitoring, and evaluation of programs and operations related to infrastructure, particularly in the transport and energy sectors. The Programme Officer will report directly to the Chief of the Connectivity and Infrastructure Section and will be responsible for developing and evaluating assigned programs/projects, conducting research and analysis, assisting in policy development, and preparing various written outputs. The position requires a proactive approach to problem-solving and collaboration with various stakeholders to ensure effective program delivery and impact.

Duties and Responsibilities:
The Programme Officer will undertake a variety of responsibilities, including:
  • Participating in the development, implementation, and evaluation of infrastructure-related programs/projects, particularly in transport and energy.
  • Monitoring and analyzing program/project development and implementation, identifying issues, and proposing corrective actions.
  • Conducting advisory services assignments in collaboration with partners, facilitating workshops, and assisting in action plan development.
  • Researching and analyzing information related to infrastructure development across various sectors.
  • Assisting in policy development through the review and analysis of trends and issues.
  • Designing data collection tools and interpreting responses to prepare conclusions.
  • Preparing written outputs such as background papers, reports, and publications.
  • Providing support for meetings and conferences, including document preparation and participant identification.
  • Conducting outreach activities and training workshops. 1
  • Participating in field missions and providing guidance to external consultants and officials. 1
  • Coordinating budget and funding activities, preparing related documents and reports. 1
  • Collecting and analyzing data to identify trends and provide insights for decision-making. 1

  • Performing other duties as required.

Required Qualifications:
Candidates must possess a strong understanding of theories and concepts relevant to infrastructure development and program management. They should demonstrate the ability to identify and analyze issues, conduct independent research, and apply judgment in their assignments. The role requires excellent organizational skills, the ability to manage conflicting priorities, and a commitment to gender perspectives in all areas of work. Candidates should also exhibit professionalism, efficiency, and a strong sense of responsibility in their work.

Educational Background:
An advanced university degree (Master’s degree or equivalent) in business administration, management, engineering, economics, or a related field is required. A first-level university degree combined with qualifying experience may be accepted in lieu of the advanced degree. Additionally, successful completion of degree and non-degree programs in data analytics, business analytics, or data science is considered an advantage.

Experience:
A minimum of five years of progressively responsible experience in project or program management, administration, or a related area is required. Candidates should have at least two years of experience in developing programs/projects related to infrastructure issues such as transport, energy, ICT, or water resources. Hands-on experience in scientific research and contributions to publications is also required. Experience collaborating with international organizations and development partners, as well as writing project proposals to mobilize resources, is essential. Desirable experience includes two or more years in data analytics or a related area.

Languages:
Fluency in English is required for this position, as it is one of the working languages of the United Nations Secretariat. Knowledge of French is desirable, and proficiency in another official United Nations language is considered an advantage.

Additional Notes:
This position is classified as a National Professional Officer category, meaning candidates must be nationals of Ethiopia or reside within commuting distance of the office. If no suitable local candidates are found, Ethiopian nationals residing elsewhere may be considered. The position is temporarily available for a period of 364 days, and if the selected candidate is a current staff member of the United Nations Secretariat, the selection will be treated as a temporary assignment.
