Job Overview: The Finance Advisor (Fiduciary) position is crucial for the effective financial management of projects within UNOPS, particularly in Afghanistan. The role involves overseeing the implementation and monitoring of project financial management, ensuring compliance with UNOPS rules and regulations, and providing strategic guidance to senior management. The Finance Advisor will be responsible for budget planning and management, accounting management, cash and treasury management, and financial reporting. Duties and Responsibilities: The Finance Advisor (Fiduciary) will have a comprehensive set of responsibilities, including:
Implementation and monitoring of project financial management, ensuring adherence to internal standard operating procedures and UNOPS financial practices.
Advising senior management on financial resource management and providing guidance on transaction handling.
Continuous analysis and monitoring of the financial situation, presenting forecasts and recommendations.
Managing project budgets, preparing budget variance reports, and ensuring compliance with financial regulations.
Ensuring effective accounting systems are in place, including timely reconciliation of transactions and management of contributions.
Overseeing cash and treasury management, including cash flow forecasting and bank reconciliation.
Preparing financial reports for senior management and clients.
Facilitating team engagement and performance management, ensuring compliance with policies and best practices.
Leading knowledge building initiatives and capacity development for finance personnel.
Required Qualifications: Candidates must possess an advanced university degree in Finance, Management, Business/Public Administration, or a related field. A first-level university degree combined with relevant experience may be accepted. Additionally, candidates should have a minimum of 7 years of progressively responsible experience in finance or accounting, with a strong understanding of financial management principles and practices. Experience in preparing financial statements and working with projects funded by the World Bank is desirable. Knowledge of UNOPS financial rules and regulations is an advantage, along with experience in post-crisis environments and the use of electronic financial systems.
Educational Background: The position requires an advanced university degree (e.g., Masters) in Finance, Management, Business/Public Administration, or a relevant discipline. Alternatively, a first-level university degree (e.g., Bachelor) combined with additional years of progressively relevant experience may be accepted in lieu of an advanced degree. This educational background is essential to ensure that the Finance Advisor possesses the necessary knowledge and skills to manage complex financial operations effectively.
Experience: The Finance Advisor (Fiduciary) must have at least 7 years of progressively responsible experience in finance or accounting. This experience should include a strong background in financial management, budget planning, and accounting systems. Candidates with experience in preparing financial statements and implementing projects funded by the World Bank will be given preference. Additionally, experience in working in post-crisis countries is desirable, as it demonstrates the ability to navigate challenging financial environments and manage resources effectively under pressure.
Languages: Proficiency in English is mandatory for this position, as it is the primary language of communication within UNOPS and for reporting purposes. Knowledge of additional languages may be considered an asset, particularly in the context of working in Afghanistan, where local languages may enhance communication with stakeholders and partners.
