Job Overview:
The Finance & Compliance Manager plays a crucial role within the Mercy Corps Finance Department, overseeing all financial management aspects of the country programs. This position is part of the senior management team and works closely with the director" style="border-bottom: 1px dotted #007bff !important;">Country Director to ensure compliance with both Mercy Corps' internal policies and donor regulations. The Finance Department is responsible for all financial functions in Bangui, CAR, including accounting, payments, banking, payroll, budgeting, financial reporting, and grant financial management and compliance. The incumbent will also provide management support to field offices in Bambari, Berberati, and Bouar. The role requires a proactive approach to financial operations, ensuring timely and accurate financial management to support the organization's mission and objectives. The Finance & Compliance Manager will also assist in new business development and reporting, ensuring that Mercy Corps' processes and policies are effectively implemented.

Duties and Responsibilities:
The Finance & Compliance Manager will be responsible for a wide range of duties, including but not limited to: overseeing daily accounting and finance functions across the country, ensuring timely recording of transactions, managing cash flow, banking, tax obligations, payroll, inventory, receivables, and payables. The manager will plan and implement financial operation systems in accordance with the Mercy Corps Field Finance Manual and donor regulations, including systems for cash flow management, budgeting, consolidation of accounting information, internal controls, financial reporting, financial record-keeping, grant management, and compliance. Additionally, the manager will conduct financial reviews of purchase requests, purchase orders, and payment requests to ensure compliance with Mercy Corps policies and project budgets. They will review month-end sub-journals for clarity and accuracy, prepare allocation tables, complete journal entries for allocations, monitor advance accounts, and maintain banking relations to ensure smooth program implementation.

Required Qualifications:
Candidates for the Finance & Compliance Manager position should possess strong financial management skills, with a thorough understanding of accounting principles and practices. They should have experience in managing financial operations in a non-profit or humanitarian context, with a proven track record of compliance with donor regulations. Strong analytical skills, attention to detail, and the ability to work collaboratively with diverse teams are essential. Candidates should also demonstrate excellent communication skills, both written and verbal, and the ability to present financial information clearly to non-financial stakeholders.

Educational Background:
A bachelor's degree in finance, accounting, business administration, or a related field is required for this position. A master's degree or professional certification (such as CPA or ACCA) is preferred and may enhance a candidate's qualifications.

Experience:
The ideal candidate should have at least 5 years of relevant experience in financial management, with a minimum of 3 years in a managerial role within a non-profit or humanitarian organization. Experience working in the Central African Republic or similar contexts is highly desirable, as is familiarity with donor regulations and compliance requirements.

Languages:
Fluency in English is mandatory, and proficiency in French is highly desirable, given the operational context of the Central African Republic. Knowledge of local languages would be an asset and could enhance communication with local stakeholders.

Additional Notes:
This position is full-time and based in Bangui, Central African Republic. The role may require occasional travel to field offices in Bambari, Berberati, and Bouar.
