Job Overview:
The Intersectional Field Procurement Advisor plays a crucial role within the Global Procurement Unit (GPU) of MSF International. This position is designed to enhance the mutualization of procurement activities in the field, ensuring that procurement practices are efficient, relevant, and aligned with MSF's global needs. The advisor will work closely with various stakeholders, including Field Procurement, Supply and Logistics referents, and Heads of Mission, to provide strategic, technical, and operational support. The role requires a proactive approach to fostering best practices in procurement and ensuring compliance with MSF's standards. The advisor will also be responsible for managing the onboarding and development of Intersectional Procurement Managers (IPMs) and contributing to the strengthening of procurement processes and tools at the field level.

Duties and Responsibilities:
  • Provide strategic, technical, and hands-on procurement support to Operational Centers (OCs). This includes developing awareness of procurement processes, participating in mutualization discussions, and providing operational support such as needs assessments, market assessments, sourcing, negotiation, and supplier performance monitoring.
  • Act as a functional manager for field Intersectional Procurement Managers (IPMs), overseeing their recruitment, onboarding, and ongoing support. This involves coordinating briefings, training, and helping IPMs develop and execute their activity roadmaps.
  • Strengthen procurement processes and tools at the field level by identifying gaps and liaising with the global procurement team to address specific needs. This includes promoting the use of global processes and tools and fostering the utilization of the Supplier Portal and e-Sourcing tool.
  • Contribute to the development of the field procurement community by facilitating communication between IPMs and Supply Teams, providing updates on procurement initiatives, and promoting capacity-building initiatives through training and workshops.

Required Qualifications:
Candidates must possess a strong background in procurement, supply chain management, or a related field. They should have excellent communication and interpersonal skills, with the ability to work collaboratively across diverse teams and functions. A deep understanding of procurement best practices and experience in humanitarian or international development contexts are highly desirable. Candidates should also demonstrate strong analytical and problem-solving skills, with the ability to navigate complex organizational structures and influence decision-makers.

Educational Background:
A bachelor's degree in procurement, supply chain management, business administration, or a related field is required. A master's degree or additional certifications in procurement or supply chain management would be an advantage.

Experience:
Candidates should have a minimum of 5 years of relevant experience in procurement or supply chain management, preferably within a humanitarian or international development context. Experience in managing teams and working in complex, multi-stakeholder environments is essential. Familiarity with MSF's operational context and procurement processes would be beneficial.

Languages:
Fluency in English is mandatory, both written and spoken. Proficiency in additional languages, particularly French or Arabic, is considered an asset and would enhance the candidate's ability to communicate effectively in diverse field settings.

Additional Notes:
This is a permanent position with a full-time commitment, requiring 50% travel to field locations. The successful candidate will be offered a contract in the MSF office of their country of residence at the time of application. The start date is as soon as possible, and the application deadline is set for December 11, 2024.
