Job Overview: The Finance Associate position is a critical role within the IDLO Uganda Country Office, focusing on ensuring financial integrity and accountability in the execution of donor-funded projects. The Finance Associate will work closely with the Finance and Admin Manager to maintain an effective accounting system that adheres to IDLO's guidelines and procedures. This role involves processing invoices and payments, maintaining financial records, and ensuring timely reimbursements for travel expenses. The Finance Associate will also be responsible for verifying invoices, reviewing partner reports, and assisting in the preparation of payroll and statutory payments. The position requires a proactive approach to financial management and a commitment to transparency and accuracy in financial reporting.
Duties and Responsibilities: The Finance Associate will be responsible for a variety of tasks, including but not limited to: supporting the Finance and Admin Manager in maintaining the overall accounting system for the Country Office; processing invoices and payments; maintaining bank accounts and financial records; ensuring timely reimbursement of travel expenses; verifying invoices against established processes; reviewing implementing partner reports and payment requests; maintaining a sub-grant tracking sheet and filing system; collecting bank statements and preparing bank reconciliations; monitoring bank account balances; assisting in the review of monthly budget versus actual reports; organizing and maintaining filing systems; preparing national staff payroll; ensuring compliance with statutory payments; assisting in special projects and research assignments; coordinating financial monitoring for local partners; and performing other tasks as assigned.
Required Qualifications: Candidates must possess a minimum of a Bachelor’s degree in Accounting, Finance, or Business, along with an accounting certification such as ACCA or CPA. The ideal candidate should have at least 3 to 5 years of experience in an international accounting and financial management environment, preferably within international organizations or donor-funded programs. Knowledge of IPSAS is considered an advantage. Candidates should demonstrate a strong understanding of financial rules and regulations, accounting principles, and have experience with MS Office packages, particularly advanced spreadsheet and database skills. Familiarity with MS NAVISION ERP is also beneficial.
Educational Background: The educational background required for this position includes a minimum of a Bachelor’s degree in a relevant field such as Accounting, Finance, or Business. Additionally, candidates must hold an accounting certification, either ACCA or CPA, which demonstrates their professional competence in financial management and accounting practices.
Experience: The position requires candidates to have a minimum of 3 to 5 years of relevant work experience in international accounting and financial management. This experience should ideally be gained within international organizations or in environments that involve donor-funded programs. Familiarity with IPSAS and experience in intergovernmental or international non-governmental organizations will be considered advantageous.
Languages: While the job description does not specify mandatory languages, proficiency in English is essential for effective communication within the organization and with stakeholders. Additional Notes: This position is locally recruited and offers an Affiliate contract for 12 months, with the possibility of extension based on performance and funding availability. The selected candidate will receive a yearly basic salary of UGX 49,492,640, along with medical insurance and leave entitlements as per IDLO Employee Regulations and Rules. The position is open to candidates who are nationals of Uganda or have permanent resident status or legal authorization to work in the country. Local recruits are not eligible for allowances or benefits exclusive to international employees.
