The Regional Durable Solutions Secretariat (ReDSS) is a coalition of 14 NGOs dedicated to finding durable solutions for refugees and displaced persons in East Africa. Established to address the complex challenges faced by these communities, ReDSS operates as an interagency coordination and information hub. The organization focuses on research, knowledge management, program support, capacity development, learning, and policy influencing. The ReDSS Secretariat is hosted by the Danish Refugee Council (DRC) and is based in Nairobi, with additional country units in Somalia and Ethiopia. The coalition is guided by a steering committee composed of DRC, the International Rescue Committee (IRC), and the Norwegian Refugee Council (NRC). Job Overview:
The ReDSS Kenya Policy Coordinator plays a crucial role in implementing advocacy and policy strategies at both national and local levels. This position requires collaboration with a diverse range of stakeholders to ensure sustainable solutions for refugees and host communities in Kenya. The coordinator will work closely with the Kenya Manager to support the overall development of ReDSS's initiatives in the country. This includes representing ReDSS members in relevant forums and coordination platforms, ensuring that the voices and needs of displaced communities are prioritized in policy processes. The role demands a proactive approach to monitoring and analyzing legislation and policy changes, as well as building strong relationships with local authorities and stakeholders.

Duties and Responsibilities:
The ReDSS Kenya Policy Coordinator will be responsible for the following duties:
  • Implement and monitor ReDSS Kenya advocacy strategies at national and county levels, ensuring updates based on changing dynamics.
  • Monitor and analyze relevant legislation and policy changes, providing timely analysis and recommendations to ReDSS members and partners.
  • Build strong working relationships with county authorities and other key stakeholders in displacement-affected counties in Kenya.
  • Strengthen the capacities of local authorities and humanitarian and development stakeholders to cooperate in developing integrated approaches for displaced and host communities.
  • Support cross-learning and peer-to-peer exchanges between government authorities in displacement-affected counties, particularly Garissa, Turkana, and Nairobi.
  • Foster meaningful partnerships with local networks and organizations based on trust and accountability.
  • Ensure that ReDSS research work maximizes its impact on current policy and programming related to solutions for refugees in Kenya.
  • Engage actively with Refugee Led Organizations and leadership to prioritize the needs and rights of displaced communities in policy processes.
  • Lead initiatives to ensure local policy planning processes are informed by the communities they serve. 1
  • Collaborate with the ReDSS Regional Solutions Coordinator to implement a framework for accountability and document best practices across ReDSS Kenya projects. 1
  • Analyze data and feedback on community engagement to identify trends and areas for improvement, reporting findings to ReDSS members and partners. 1
  • Support project management tasks by liaising with various project partners to ensure the delivery of the ReDSS Kenya workplan. 1
  • Assist the ReDSS Kenya Manager in ensuring compliance with DRC’s procedures and systems.

Required Qualifications:
The ideal candidate for the ReDSS Kenya Policy Coordinator position should possess the following qualifications:
  • A university degree in Law, Political Science, or International Relations.
  • A Master's degree in a related field is considered an added advantage.
  • A minimum of 5 years of experience in similar positions involving policy coordination, evidence building, and analysis.
  • Strong knowledge of the socio-economic and political dynamics of the region, particularly regarding displacement trends.
  • Proven ability to manage politically sensitive contexts and work with a wide range of national and international partners.
  • Solid experience in capacity development, including adult learning, mentoring, coaching, and training of trainers.
  • Demonstrated ability to work in a multicultural environment and establish effective working relationships.

Educational Background:
Candidates must have a university degree in Law, Political Science, or International Relations. A Master's degree in a related field is preferred and will be considered an advantage. This educational background is essential for understanding the complex legal and political frameworks that govern refugee and displacement issues.

Experience:
The position requires a minimum of 5 years of relevant experience in policy coordination, evidence building, and analysis. Candidates should have a strong background in working with national and international partners, ideally in a management, coordination, or representational role. Experience in capacity development and the ability to navigate politically sensitive contexts are also crucial.

Languages:
Fluency in English is mandatory, as all applications and communications will be conducted in this language. Knowledge of additional languages relevant to the region may be considered an asset, enhancing the candidate's ability to engage with diverse communities and stakeholders.

The position offers a 1-year contract with the possibility of extension, subject to funding and performance. It is classified under the Non-Management Band/G. The starting salary for national candidates is KES 337,500 per month. The duty station for this role is Nairobi, Kenya, and the reporting line is to the ReDSS Kenya Manager.
