Job Overview: The Information Systems Officer position is integral to the United Nations Office at Nairobi (UNON), specifically within the Division of Administrative Services (DAS) and the Information and Communication Technology Service (ICTS). The incumbent will be responsible for providing strategic and operational leadership in the planning, management, and delivery of technical conference and meeting services to a diverse range of clients, including government representatives, UN entities, and other stakeholders. This role requires a deep understanding of conference technology and the ability to oversee a team that ensures seamless conference operations. The officer will also be tasked with driving digital transformation initiatives, enhancing the overall conference experience through the adoption of emerging technologies, and ensuring compliance with established standards and procedures.
Duties and Responsibilities: The Information Systems Officer will undertake a variety of responsibilities, including but not limited to: providing operational leadership on conference technology systems such as Conference Management and Simultaneous Interpretation systems, overseeing the technical support team, developing cost proposals for contractual services, managing procurement plans, and ensuring the delivery of high-quality conference services. The officer will also gather and monitor AV and ICT requirements, propose new policies and standards, plan and execute upgrades of AV and IT equipment, develop training materials, ensure business continuity through Service Level Agreements, and actively support digital transformation initiatives. Additionally, the officer will be responsible for collecting and analyzing data to inform decision-making and reporting, as well as performing any other related duties as assigned by the Chief of the Section.
Required Qualifications: Candidates must possess a strong background in the design, development, management, implementation, and maintenance of complex information and conferencing systems. They should demonstrate the ability to analyze and interpret data effectively, develop large institutional systems, and possess strategic analytical skills to evaluate critical systems matters. Professionalism, effective communication, client orientation, and performance management skills are essential for success in this role. The ability to work under pressure and maintain a calm demeanor in stressful situations is also crucial.
Educational Background: An advanced university degree (Master's degree or equivalent) in computer science, information systems, mathematics, statistics, business management, or a related field is required. Alternatively, a first-level degree (Bachelor's degree or equivalent) in the specified fields, combined with two additional years of relevant work experience, may be accepted in lieu of the advanced degree. Successful completion of degree and non-degree programs in data analytics, business analytics, or data science is considered desirable.
Experience: Candidates should have a minimum of five years of progressively responsible experience in the planning, design, development, operation, and maintenance of large-scale conference management systems, particularly those involving over 1,000 delegate positions. Experience with AV control systems, hybrid-meeting platforms, web streaming, video conferencing, and AV broadcast and recording systems is required. Additionally, two or more years of experience managing a team of AV technicians is necessary, along with experience in an international organization. Familiarity with Remote Simultaneous Interpretation platforms and digital signage is desirable, as is experience in data analytics or related fields.
Languages: English is required for this position, as it is one of the working languages of the United Nations Secretariat. French is also a working language, and proficiency in both languages is advantageous. Candidates should refer to the UN Language Framework for specific language skill requirements.
