Job Overview: The Country Field Security Adviser (CFSA) plays a crucial role in ensuring the safety and security of UN personnel and operations in Yemen. Reporting directly to the Country Manager (CM), the CFSA acts as the Single Agency Security Professional within the UN Security Management System (UNSMS) framework. This position requires a proactive approach to security risk assessments, advising on security-related matters, and developing comprehensive security protocols that align with UNSMS policies. The CFSA is expected to maintain effective coordination with the Yemen UN Department of Safety and Security (UNDSS) and other regional security services, ensuring that all personnel are adequately trained and informed about security measures. The role also involves providing expert advice on security management matters, participating in project planning, and ensuring compliance with security protocols during project implementation.
Duties and Responsibilities: The CFSA will be responsible for a wide range of duties, including but not limited to: acting as the primary advisor" style="border-bottom: 1px dotted #007bff !important;">security advisor to the CM, conducting security risk assessments, developing and maintaining security plans, ensuring compliance with UNSMS policies, providing security training for staff, reporting security incidents, managing security equipment, and participating in project meetings to deliver security briefings. The CFSA will also be tasked with drafting Security Management Plans (SMP) for projects, advising on transportation security measures, and coordinating with the UNCAF Security Management Team regarding accommodations. Additionally, the CFSA will carry out other security-related tasks as directed by the CM, ensuring that all security measures are effectively implemented and adhered to across the organization.
Required Qualifications: Candidates must possess an advanced university degree in security management or a related field, with at least five years of relevant work experience. Alternatively, a bachelor's degree with seven years of experience or a high/secondary school diploma with eleven years of relevant experience in management or supervisory roles is acceptable. The position requires at least five years of UN Security Risk Management experience, preferably in conflict or high-risk locations, along with progressively responsible experience in security management, including two years in a managerial or supervisory role. Direct experience coordinating security arrangements and liaising with military and police forces is essential, as well as the ability to produce security plans and assessments in accordance with UNSMS methodology.
Educational Background: The educational background required for this position includes an advanced university degree in security management or a related field. Candidates with a bachelor's degree must have at least seven years of relevant experience, while those with a high/secondary school diploma must have eleven years of relevant work experience in management or supervisory roles. This educational requirement ensures that candidates have a solid foundation in security principles and practices necessary for effective risk management in challenging environments.
Experience: The CFSA position requires a minimum of five years of relevant UN Security Risk Management experience at a professional level, particularly in conflict or high-risk locations. Candidates must have progressively responsible experience in security management, including at least two years in a managerial or supervisory role. Experience coordinating security arrangements and liaising with military, police, and other security forces is crucial. Additionally, candidates should demonstrate experience in the international security arena, with the ability to produce security plans and conduct threat assessments being highly advantageous. The ability to respond effectively in emergencies while maintaining composure is also essential.
Languages: Fluency in oral and written English is mandatory for this position, as effective communication is critical in security management roles. Knowledge of Arabic is considered an asset, as it enhances the ability to interact with local stakeholders and understand the regional security context. Proficiency in both languages will facilitate better coordination and communication with UN personnel and local authorities.
Additional Notes: This position is a fixed-term contract at the P3 level, with an initial duration of one year and the possibility of extension based on performance and organizational needs.
