Job Overview: The position of Adjoint.e aux Finances involves supporting the financial operations of the UNOPS office in Abidjan, Côte d'Ivoire. Under the direct supervision of the Project Manager and the Finance Specialist, the incumbent will ensure the effective execution of financial services and processes, promoting a client-focused approach in accordance with UNOPS financial rules and regulations. The role requires a strong understanding of budget administration, accounting, and cash management, as well as the ability to share knowledge and enhance the financial capabilities of the team. The successful candidate will be responsible for managing budgets, ensuring compliance with financial regulations, and providing timely financial reports to support decision-making processes.
Duties and Responsibilities: The duties and responsibilities of the Adjoint.e aux Finances include:
Administration of budgets and cost recovery systems, including preparation and modification of project budgets, providing inputs for financial planning, and implementing cost-saving strategies.
Accounting functions, including ensuring proper documentation for payments, payroll processing, and maintaining internal control systems.
Cash management, including monitoring cash flow, preparing bank reconciliations, and ensuring sufficient funds for disbursements.
Knowledge development and sharing, including organizing training initiatives for staff on financial topics and contributing to knowledge networks.
Timely preparation of financial reports and responses to inquiries from headquarters regarding financial data.
Ensuring compliance with financial regulations and timely closure of accounts.
Liaising with program managers and conducting necessary project visits to gather certified documentation for activities and expenditures.
Required Qualifications: The required qualifications for the position include a minimum of 6 years of relevant professional experience in finance, accounting, business administration, or a related field. Proficiency in MS Office and Google Suite, as well as experience with financial management systems, is highly desirable. The candidate should possess strong analytical skills, attention to detail, and the ability to work collaboratively in a team environment. Additionally, the candidate should demonstrate a commitment to ethical financial practices and transparency in resource management.
Educational Background: The educational background required for this position includes a secondary school diploma or equivalent. A university degree in finance, accounting, business administration, or a related discipline is desirable but not mandatory. Such a degree may substitute for some of the required years of experience, providing the candidate with a solid foundation in financial principles and practices.
Experience: The position requires a minimum of 6 years of relevant professional experience in finance, accounting, business administration, or a related field. Candidates with experience in managing financial operations within international organizations or NGOs will be given preference. Familiarity with financial management software and electronic environments is also an asset, as it indicates the candidate's ability to adapt to modern financial systems and processes.
Languages: The mandatory language requirement for this position is proficiency in written and spoken French.
