Job Overview:
The Budget and Finance Officer position is crucial for the efficient financial management of WHO's Regional Office and country offices. The incumbent will assist in the preparation and finalization of the biennial Programme Budget, ensuring that budgetary information is up-to-date and effectively managed. This role involves tracking and monitoring financial transactions, preparing expenditure batches, and reviewing budgetary documents. The officer will also provide support to regional and country office staff regarding the Global Management System (GSM) and related financial matters. The position requires a proactive approach to financial management and the ability to communicate effectively with various stakeholders.

Duties and Responsibilities:
  • Assist in the preparation, development, and finalization of the biennial Programme Budget.
  • Compile required reports and schedules on proposed allocations per strategic priority, regional expected results, and budget centres.
  • Track and monitor transactions and revisions in the General Ledger (GL) Budget and holding accounts.
  • Prepare expenditure batches and back charge expenses to various budget centres.
  • Review encumbrances, budgetary documents, and donor agreements.
  • Process hospitality claims and assist regional and country office staff on Global Management System (GSM) and related matters.
  • Draft correspondence related to the above duties.
  • Perform other related duties as may be required.

Required Qualifications:
Essential: Completed secondary education with specialization in commerce and/or accounting, financial management, and budget. Desirable: University degree in commerce with specialization in budget/accounting or financial management. WHO only considers higher educational qualifications obtained from an institution accredited/recognized in the World Higher Education Database (WHED).

Educational Background:
Candidates must have completed secondary education with a focus on commerce or accounting. A university degree in commerce with a specialization in budget/accounting or financial management is desirable. WHO recognizes only those qualifications that are accredited by the World Higher Education Database (WHED).

Experience:
Candidates should have at least five years of experience in budget, accounting, or financial management, preferably within a large organization. Experience in accounting or finance from other UN agencies or international organizations is considered desirable.

Languages:
Expert knowledge of English is essential for this position. Proficiency in additional languages may be advantageous but is not mandatory.

Additional Notes:
The position offers an attractive remuneration package, including an annual net base salary starting at PHP 799,973, subject to mandatory deductions for pension contributions and health insurance. Employees are entitled to 30 days of annual leave. The vacancy notice may be used to fill other similar positions at the same grade level.
