Job Overview: The Roving Regional Programme Accountant plays a crucial role within the IDLO Finance Department, which is essential for maintaining financial integrity and ensuring transparency and accountability in donor-funded projects. This position involves providing technical assistance to country offices across six regions, including Latin America and the Caribbean, Eastern Europe and Central Asia, Asia, East Africa, West Africa, and the Middle East and North Africa. The incumbent will support the Regional Program Accounting unit by acting as a backup for Finance and Grants Managers and will be responsible for ensuring compliance with financial standards, enhancing operational efficiency, and providing training on financial management practices. The role requires a proactive approach to financial management, with a focus on data accuracy, reporting, and system improvements, all within a deadline-driven project management environment.
Duties and Responsibilities: The Roving Regional Programme Accountant will be responsible for a wide range of duties, including:
Supporting the team to ensure compliance with IDLO’s policies and procedures, addressing any concerns, and implementing corrective actions.
Tracking and analyzing monthly program expenditures and revenue, ensuring accurate reconciliation with the accounting system.
Assisting in month-end closing procedures and ensuring data accuracy in the ERP Navision System.
Enhancing data capture processes for improved reporting and documentation management.
Providing technical assistance in implementing IPSAS across country offices.
Overseeing financial management processes to ensure adherence to internal controls and external regulations.
Supporting the preparation of annual operating budgets and monitoring budget versus expenditure reports.
Coordinating sub-granting processes and preparing donor matching fund reports.
Monitoring exchange rate fluctuations and advising on forex risk exposure. 1
Coaching country office finance teams and facilitating cross-regional coordination to standardize financial practices. 1
Supporting audit activities and ensuring compliance with audit recommendations. 1
Regularly reviewing financial transactions to ensure compliance with IDLO policies and local regulations.
Required Qualifications: Candidates must possess a Bachelor’s degree in accounting, finance, or business, along with a professional accounting certification from a recognized institution (e.g., ACCA, CPA, ACA). Membership in a professional accounting institute is also required. The ideal candidate should have a comprehensive understanding of financial accounting principles, particularly IPSAS, and experience in international financial management. Strong analytical skills, attention to detail, and the ability to work in a multicultural environment are essential. Candidates should also demonstrate a commitment to ethical practices and the mission of IDLO.
Educational Background: A Bachelor’s degree in accounting, finance, or business is mandatory for this position. Additionally, candidates must hold a professional accounting certification from a recognized institution, such as ACCA, CPA, or ACA. Membership in a professional accounting institute is also required, indicating a commitment to ongoing professional development and adherence to industry standards.
Experience: The position requires a minimum of 5-7 years of progressive international experience, ideally within an intergovernmental or international non-governmental organization. Candidates should have substantial experience in financial accounting, including applying international accounting standards, with a strong emphasis on IPSAS. Prior audit experience is advantageous, as is familiarity with internal controls and finance functions in an IPSAS environment. Experience working with multiple currencies and in project-driven, deadline-oriented settings is also beneficial.
Languages: Fluency in English, both oral and written, is required for this position. Knowledge of additional languages such as French, Arabic, or Spanish is considered an asset, enhancing the candidate's ability to communicate effectively in diverse environments and with various stakeholders.
Additional Notes: This position offers a Fixed Term contract of 24 months, with the possibility of extension based on performance and funding availability. The annual basic salary for this role is EUR 56,000, accompanied by a benefits package that includes provident fund contributions, medical insurance, and leave entitlements in accordance with IDLO Employee Regulations and Rules. IDLO provides relocation and installation support for internationally recruited employees. Salaries and benefits are exempt from taxation in Italy, although employees are responsible for compliance with tax laws in their country of nationality or residence.
