Job Overview:
The Education for Health and Wellbeing Programme Manager will play a crucial role in supporting the strengthening and national scale-up of education sector responses to health education and wellbeing in West and Central Africa (WCA). This position involves managing and supervising the Education for Health and Wellbeing cluster and team, ensuring the effective coordination of the Our Lives, Our Rights, Our Future programme (O3) and other related health education initiatives. The incumbent will work under the authority of the director-general" style="border-bottom: 1px dotted #007bff !important;">Assistant Director-General for Education and will be responsible for strategic planning, policy development, and program management to enhance health education and wellbeing across the region. The role requires a proactive approach to identifying opportunities for UNESCO's engagement in policy development and programming, as well as ensuring high-quality delivery of health education initiatives.

Duties and Responsibilities:
The incumbent will be responsible for a wide range of duties including:
  • Strategy and Policy Development: Identifying opportunities for UNESCO's engagement in health education policy development and programming, facilitating strategic planning within UNESCO for effective responses in WCA.
  • Programme Management and Technical Support: Overseeing health education and wellbeing activities, ensuring quality program delivery, budget oversight, and monitoring/reporting. Coordinating with regional and HQ teams for coherence in program management.
  • Liaison: Establishing and maintaining relationships with various UNESCO structures, education clusters, and health education staff in WCA.
  • Representation and Partner Relations: Developing partnerships with regional bodies and civil society organizations, advocating for health education's role in the education sector, and collaborating with UN agencies.
  • Resource Mobilization: Identifying funding opportunities and leading proposal development for health education initiatives.
  • Leadership and Supervision: Supervising a team of professionals, ensuring effective project planning and human resource management.

Required Qualifications:
Candidates must possess an advanced university degree (Master's or equivalent) in education, social sciences, public health, or a related field. They should have a minimum of 7 years of progressively responsible professional experience in education and health, with at least 3 years at the international level. Excellent coordination and interpersonal skills are essential, along with extensive knowledge in health education and wellbeing, particularly concerning adolescents and young people. Skills in program development, resource mobilization, and budget monitoring are also required.

Educational Background:
An advanced university degree (Master's or equivalent) in education, social sciences, public health, or a related field is mandatory. A PhD or equivalent in a relevant area is desirable and may enhance a candidate's profile.

Experience:
Candidates should have a minimum of 7 years of progressively responsible experience in the fields of education and health, with a preference for at least 3 years of experience at the international level. Proven experience in fundraising, policy support, and capacity development in health education and wellbeing is highly valued.

Languages:
Excellent knowledge of English or French (both written and spoken) is mandatory, with good knowledge of the other language being advantageous. Familiarity with Portuguese is considered a desirable qualification.

The position is classified as P-4 and is a project-based contract for a duration of 1 year. The recruitment is open to both internal and external candidates. The role offers a competitive salary starting at approximately 111,813 USD annually, along with benefits such as 30 days of annual leave, family allowance, home travel, education grants for dependent children, pension plans, and medical insurance.
