Job Overview: The Programme Management Advisor will play a crucial role in the planning and implementation of projects under the SACEP (South Asia Cooperative Environment Programme). This position requires a strategic thinker who can provide input on program and project design documents, including the Programme Strategy, Workplan, and Budget. The advisor will be responsible for ensuring that implementation plans are viable and reflect the context and UNOPS policies. The role also involves overseeing project delivery, managing relationships with stakeholders, and ensuring compliance with UNOPS standards. The advisor will report to the Senior Programme Manager and will be expected to lead project units, manage teams, and foster a positive work environment. The position requires a proactive approach to problem-solving and the ability to adapt to changing circumstances while maintaining a focus on project objectives and outcomes.
Duties and Responsibilities:
Project Implementation Planning: Provide input to SACEP on program and project design documents, including strategies, workplans, and resource mobilization strategies. Ensure that implementation plans have viable timelines and appropriate resources.
Project Implementation Delivery: Establish and maintain arrangements for project delivery, oversee implementation, review progress, and take corrective actions as needed. Ensure compliance with UNOPS policies and standards.
Project Unit Leadership and Management: Build strategic partnerships, support the Senior Programme Manager in workforce management, promote teamwork and diversity, and ensure a positive work environment.
Stakeholder Management: Manage relationships with national authorities, UN missions, and donors, and contribute to discussions on aid effectiveness and security measures.
Knowledge Management and Innovation: Incorporate best practices and technology to enhance project delivery, conduct lessons learned exercises, and improve future project quality.
Required Qualifications: The ideal candidate should possess an advanced university degree (master's degree or equivalent) with at least seven years of relevant experience, or a first-level university degree (bachelor's degree or equivalent) with nine years of relevant experience. Relevant experience includes project management in development contexts, such as international development, humanitarian aid, and capacity-building initiatives. A minimum of two years of leadership experience is required, along with experience in writing and reviewing reports. Experience working in a developing country is desirable.
Educational Background: Candidates must have an advanced university degree (master's degree or equivalent) or a first-level university degree (bachelor's degree or equivalent). The educational background should be complemented by relevant experience in project management and development contexts.
Experience: Candidates should have a minimum of seven years of relevant experience with an advanced degree or nine years with a first-level degree. This experience should include project management in development contexts, leadership experience, and familiarity with report writing and review processes. Experience in a developing country is considered an asset.
Languages: Fluency in English is mandatory, encompassing reading, writing, and speaking skills. Proficiency in additional languages may be beneficial but is not specified as a requirement.
