Job Overview:
The National Project Officer – Skills and Enterprise will play a crucial role in the Employment Intensive Investment Program (EIIP) funded by BMZ through KfW in Jordan. This program, which began in 2016, aims to provide employment opportunities for Syrian refugees and host communities in Jordan. The focus of the program has evolved to include sustainable construction and maintenance of public infrastructure, as well as skills development to enhance employability in the local labor market. The incumbent will be responsible for assisting in the design, implementation, monitoring, and evaluation of program activities related to skills development and entrepreneurship training. This position requires collaboration with various stakeholders, including government ministries, employers' organizations, and development partners, to ensure the successful execution of the program's objectives.

Duties and Responsibilities:
The National Project Officer will undertake a variety of tasks, including but not limited to:
  • Assisting in the implementation of skills and enterprise development activities, such as conducting skills assessments, profiling beneficiaries, and providing technical guidance on training implementation.
  • Monitoring the progress of program activities by reviewing and analyzing work plans and reports, ensuring clarity and completeness.
  • Coordinating with relevant stakeholders to expedite implementation and meet targets.
  • Preparing budget estimates and expenditure forecasts for the skills component, identifying potential problems, and proposing solutions.
  • Communicating results to external audiences through various media.
  • Participating in the organization of conferences, workshops, and training sessions.
  • Supporting the preparation of technical reports and progress updates.
  • Coordinating with specialists in the regional office and other projects to ensure coherence in ILO activities.

  • Performing other duties as assigned by the Chief Technical Advisor.

Required Qualifications:
Candidates must possess a university degree (Bachelor’s or equivalent) in a field relevant to the job. Additionally, candidates should have a strong understanding of skills and entrepreneurship development, particularly in the context of Jordan. Strong organizational and analytical skills are essential, along with the ability to communicate effectively both orally and in writing. Candidates should also demonstrate the ability to work independently and collaboratively within a multicultural team.

Educational Background:
A university degree (Bachelor’s or equivalent) in a relevant field is required for this position. This educational background should provide a solid foundation for understanding the complexities of skills development and enterprise training in the context of labor markets.

Experience:
Candidates should have a minimum of three years of progressively responsible experience in a skills and enterprise training environment. Experience in implementing technical cooperation projects and working effectively with governing bodies and development partners is highly desirable. This experience should demonstrate the candidate's ability to manage projects and collaborate with various stakeholders effectively.

Languages:
Excellent knowledge of English is mandatory, while good knowledge of Arabic is also required. Proficiency in both languages will enable effective communication with diverse stakeholders and facilitate the implementation of project activities.

Additional Notes:
This position is a short-term contract for six months, with the possibility of extension based on various factors such as funding availability and performance.
