Job Overview:
The Senior HR Officer – Compliance and Systems will play a crucial role in ensuring compliance with executive decisions that impact the agency's workforce and organizational structure. This position involves providing technical expertise and guidance in the design, development, and implementation of complex HR processes related to workforce planning, performance management, and learning and development across the agency. The officer will lead evaluations of divisional services and processes, proposing streamlined revisions and improvements. Additionally, the role includes overseeing key annual processes such as workforce planning, performance management, and compensation processes. The officer will establish partnerships across teams to identify and implement suitable information systems solutions, ensuring data quality and analytics are maintained. This position requires a proactive approach to developing internal guidelines, training materials, and communication plans to keep stakeholders informed about project milestones.

Duties and Responsibilities:
The Senior HR Officer will be responsible for ensuring compliance with executive decisions related to workforce decisions and job classifications. This includes implementing organizational structure reviews, performance management processes, and mandatory training interventions. The officer will provide technical expertise in the design and improvement of HR processes, oversee the implementation of key annual processes, and establish partnerships to explore information systems solutions. Responsibilities also include maintaining data quality and analytics, conducting research and analysis of HR data, and drafting technical papers and reports. The officer will develop internal guidelines and training materials, prepare divisional reports, and lead communication plans for project milestones. The role requires collaboration with various stakeholders to ensure effective planning and decision-making within the division and HRD.

Required Qualifications:
Candidates must possess an advanced university degree (Master’s or equivalent) in Human Resources, Business Administration, IT, Computer Science, or a related field. A minimum of eight years of progressively responsible experience in HR business processes, practices, and procedures is required, along with experience in HR systems implementation and improvements. Previous experience with another UN agency and familiarity with HR Management Systems, as well as Power BI or equivalent experience, is desirable. Candidates must currently reside in the duty station and specify their location in the application.

Educational Background:
An advanced university degree (Master’s or equivalent) from an accredited educational institution in Human Resources, Business Administration, IT, Computer Science, or a related field is required for this position. This educational background is essential to ensure that candidates have the necessary knowledge and skills to effectively manage HR processes and systems within the agency.

Experience:
The position requires at least eight years of professional, relevant, and progressively responsible experience in HR business processes, practices, and procedures. Candidates should have experience with HR systems implementation and improvements, which is critical for the role. Previous experience with another UN agency is considered an asset, as is familiarity with HR Management Systems and tools like Power BI. The expectation is that candidates will have a strong background in HR management and a proven track record of success in similar roles.

Languages:
Candidates must have an excellent command of written and spoken English and Arabic. Proficiency in both languages is mandatory to effectively communicate and collaborate within the agency and with stakeholders.

Additional Notes:
This position is a Fixed Term Appointment for three years, including a one-year probation period, with the possibility of extension based on satisfactory performance and the availability of funds. The grade for this position is Grade 18, with a monthly basic salary of JD 1246.60, plus a special occupational allowance (SOA) of 69.90% of the basic salary. Other benefits include a monthly Provident Fund contribution (15.4% of basic salary), compulsory medical insurance, 30 days of annual leave, and a dependency allowance if applicable. Additional benefits include 2.5 days of sick leave for each completed month of service, 14 weeks of maternity leave, and 2 weeks of paternity leave.
