Job Overview: The Economic Affairs Officer position is located within the Connectivity and Infrastructure Section of the Technology, Innovation, Connectivity and Infrastructure Development Division at the United Nations Economic Commission for Africa in Addis Ababa, Ethiopia. This role is focused on the sub-specialty of Transport and Infrastructure services. The officer will report directly to the Chief of the Connectivity and Infrastructure Section and will be responsible for developing databases and qualitative information necessary for assignments in the transport sector. The officer will interpret and adapt econometric models to analyze trends and the effects of policies in the transport sector, draft inputs for technical papers, and attend various meetings to gather information and engage with colleagues. The position also involves preparing reports for intergovernmental bodies and contributing to technical cooperation programs.
Duties and Responsibilities: The Economic Affairs Officer will undertake a variety of responsibilities including: developing databases and qualitative information for the transport sector; interpreting econometric models to analyze trends and policy impacts; drafting technical papers and analytical studies; identifying and analyzing policy proposals; attending international and regional meetings; organizing expert group meetings and seminars; preparing speeches and presentations for senior staff; providing inputs for reports to intergovernmental bodies; monitoring and assessing technical cooperation programs; organizing training seminars; and performing various administrative tasks necessary for the delivery of the work unit’s services. The officer will also collect and analyze data to identify trends and provide insights through data visualization methods.
Required Qualifications: Candidates must possess a strong understanding of economic theories and concepts as they apply to sustainable development. They should demonstrate the ability to conduct independent research, evaluate data sources, and develop data collection strategies. The ideal candidate will show professionalism, accountability, and the ability to work under pressure while maintaining a focus on gender perspectives and inclusivity in their work.
Educational Background: An advanced university degree (Master’s degree or equivalent) in civil engineering, transportation engineering, transport economics, economics, or a related field is required. A first-level university degree combined with qualifying experience may be accepted in lieu of the advanced degree. Successful completion of degree and non-degree programs in data analytics, business analytics, or data science is considered an advantage.
Experience: A minimum of five years of progressively responsible experience in transport sector research and analysis, policy formulation, and the application of economic principles in development programs is required. Candidates should have at least two years of experience in developing infrastructure-related programs/projects and hands-on experience in scientific research and publication contributions. Experience collaborating with international organizations and writing project proposals to mobilize resources is also required, along with two years or more of experience in data analytics or a related area being desirable.
Languages: Fluency in English is required for this position, while knowledge of French is desirable. Knowledge of another official United Nations language is considered an advantage, reflecting the multilingual environment of the United Nations Secretariat.
