Job Overview: The Health Information and Risk Assessment Coordinator will play a crucial role within the WHO Health Emergencies Programme (WHE) in Ukraine. This position involves coordinating health information and risk assessments to inform strategic decision-making at the country level. The incumbent will be responsible for public health situation analysis, health needs assessments, and the evaluation of healthcare access and quality. The role requires creating a motivating environment for team members, fostering innovation, and ensuring effective communication. The coordinator will oversee the development of tools for data collection and analysis, coordinate assessments of health system capacities, and lead field data collection efforts. The position also involves the integration of behavioral insights into health interventions and the management of geospatial data for health analysis.
Duties and Responsibilities: The incumbent will oversee the development and use of effective tools and processes for collecting, analyzing, aggregating, and disseminating health data. This includes producing internal and external situation reports, epidemic bulletins, and health risk assessments. The coordinator will assess surveillance and laboratory diagnostic capacity gaps, support public health institutions, and ensure the robustness of national electronic surveillance systems. They will lead cross-sectional surveys to inform public health interventions, coordinate health service availability monitoring surveys, and conduct geospatial analysis of health data. The role also involves providing technical guidance and training to team members and partners, ensuring quality assurance in health data management, and undertaking inter-agency initiatives to improve information sharing.
Required Qualifications: Candidates must possess an advanced university degree in public health, information or data management, computer sciences, or statistics, complemented by training in database development and management. Desirable qualifications include training in field epidemiology, humanitarian response, and emergencyinformation management. Candidates should have a good understanding of public health information systems and surveillance, as well as excellent health data analysis skills. Strong presentation skills and the ability to translate requirements into working solutions are essential.
Educational Background: An advanced university degree in public health, information or data management, computer sciences, or statistics is required. Additional training in databases development and management from an accredited institution is essential. Desirable training includes field epidemiology, humanitarian response, and GIS.
Experience: Candidates should have at least seven years of relevant experience at national and international levels in health information systems, risk assessment, and GIS within the public health or health development sectors. Experience in emergency management or humanitarian contexts is essential, along with a background in supporting field data collection in emergencies. Desirable experience includes involvement in emergency disaster and health outbreak responses, particularly in developing countries, and prior humanitarian work with WHO, UN agencies, or recognized humanitarian organizations.
Languages: Expert knowledge of English is essential. Intermediate knowledge of Russian, French, or German is desirable.
Additional Notes: The position offers a competitive salary starting at USD 77,326, with additional benefits including a variable post adjustment, annual leave, allowances for dependent family members, home leave, and an education grant for dependent children.
