Job Overview:
The National Professional Officer (NPO) for Climate Change and Health will play a crucial role in supporting the implementation of policies and programs aimed at enhancing public health capacity in the context of environmental challenges and climate change. The incumbent will work closely with the WHO Division of Pacific Technical Support and the Ministry of Health and Medical Services in Solomon Islands to coordinate project activities, engage stakeholders, and ensure effective monitoring and evaluation of health initiatives related to climate change. The NPO will utilize various WHO frameworks and guidelines to inform project implementation and will be responsible for mobilizing beneficiaries and facilitating the execution of project activities. This position requires a strong understanding of the intersection between health, environment, and climate change, as well as the ability to work collaboratively with diverse stakeholders to achieve project goals.
Duties and Responsibilities:
The NPO will be responsible for coordinating the day-to-day operational aspects of the GEF project focused on building resilience of health systems in Pacific Island Least Developed Countries to climate change. Key responsibilities include:
- Collaborating with the Ministry of Health and Medical Services to ensure smooth implementation of project activities at the national level.
- Analyzing best practices and reporting findings to relevant stakeholders.
- Assisting in the monitoring and evaluation of project activities, including work plans and budgets.
- Facilitating communication between WHO project management and local stakeholders.
- Maintaining partnerships with NGOs, government offices, and community organizations to strengthen health initiatives.
- Collecting and analyzing data related to communicable and noncommunicable diseases.
- Supporting the development and implementation of policies and action plans in line with global health strategies.
- Contributing to the drafting of progress reports and conducting research on health and climate change.
- Assisting in risk communication and community engagement efforts during public health emergencies. 1
- Performing any other duties as assigned by the supervisor.
Required Qualifications:
Candidates must possess a university degree in public health, geography, environmental sciences/management, environmental engineering, development studies, environmental economics, or a related field from an accredited institution. Desirable qualifications include additional certifications in environmental health or climate change. Candidates should have a strong understanding of public health principles and practices, particularly in relation to environmental health and climate change.
Educational Background:
Essential educational qualifications include a university degree in a relevant field recognized by the International Association of Universities. Desirable qualifications may include specialized training or certifications in environmental health or climate change. WHO only considers higher educational qualifications obtained from accredited institutions listed in the World Higher Education Database (WHED).
Experience:
A minimum of 2 years of relevant experience in program or project planning and management is required, with a focus on environmental health and climate change. Desirable experience includes working with governmental and partner organizations, as well as familiarity with GEF-funded projects and their operational requirements. Candidates should demonstrate strong organizational skills and the ability to work effectively in a team environment.
Languages:
Strong written and spoken proficiency in English is mandatory, along with knowledge of the local language being advantageous. Effective communication skills are essential for engaging with diverse stakeholders and facilitating project activities.
Additional Notes:
This position is classified as a National Professional Officer role, meaning only applications from nationals of Solomon Islands will be accepted. The remuneration package includes an annual base salary starting at SBD 215,756, subject to mandatory deductions for pension contributions and health insurance. Employees are entitled to 30 days of annual leave.
