Job Overview:
The position is part of the Extractive, Energy and Manufacturing Industries Unit within the Sectoral Policies Department (SECTOR). This department supports ILO constituents in addressing employment and labor issues in specific economic and social sectors at global, regional, and national levels. The role focuses on promoting decent work in heavy manufacturing sectors, including steel, basic chemicals, and transport equipment manufacturing. The incumbent will work under the direct supervision of the Head of the Extractive, Energy and Manufacturing Industries Unit and will collaborate with other specialists and technical support teams across the ILO and UN agencies.

Duties and Responsibilities:
  • Provide technical and policy support to the Extractive, Energy and Manufacturing Industries Unit in promoting decent work in heavy manufacturing sectors.
  • Conduct global, regional, country, and sectoral analyses to identify priorities and needs of constituents regarding decent work. Review previous impact assessments to identify innovative practices and propose adaptations.
  • Contribute to the formulation of strategies and policies related to promoting decent work in heavy manufacturing sectors, including providing technical inputs to ILO Country Programmes and UN development cooperation frameworks.
  • Support ILO constituents and relevant stakeholders in promoting decent work, responding to requests for data, information, and guidance, and drafting policy recommendations.
  • Conduct comparative and action-oriented research and analysis, considering gender and diversity in promoting decent work in heavy manufacturing sectors.
  • Maintain updated knowledge of new trends and policy changes in promoting decent work in heavy manufacturing sectors.
  • Draft or contribute to technical documents, policy reviews, reports, and publications, and disseminate knowledge products through various channels.
  • Share best practices and lessons learned, ensuring alignment with other technical areas of the ILO's Decent Work Programme.
  • Participate in defining capacity development needs of constituents and propose ways to address them, preparing training materials and activities in collaboration with the ILO's International Training Centre. 1
  • Contribute to the design, implementation, and reporting of development cooperation projects, ensuring alignment with decent work priorities. 1
  • Support resource mobilization efforts for new projects and activities, proposing new initiatives in promoting decent work in heavy manufacturing sectors. 1
  • Participate in national, regional, and international forums to engage with stakeholders and present the ILO's approach to heavy manufacturing sectors. 1
  • Organize and facilitate meetings and events related to promoting decent work, including preparing technical materials and reports. 1
  • Perform other related tasks as assigned.

Required Qualifications:
  • Advanced university degree (master's or equivalent) in Engineering, Law, Economics, Social Sciences, or a related field. Alternatively, a first-level university degree in the mentioned fields combined with two additional years of relevant professional experience may be accepted.
  • At least five years of professional experience in specific economic sectors, preferably in heavy manufacturing industries.

Educational Background:
Candidates must possess an advanced university degree (master's or equivalent) in relevant fields such as Engineering, Law, Economics, or Social Sciences. A first-level university degree may be accepted if combined with additional relevant experience.

Experience:
Candidates should have a minimum of five years of professional experience in specific economic sectors, with a preference for those with experience in heavy manufacturing industries.

Languages:
Excellent command of one of the ILO's working languages (Spanish, French, or English) is required. Practical knowledge of a second working language is an asset.

Additional Notes:
The contract is for a fixed duration and will be subject to the ILO's Staff Regulations. The initial contract will be for 24 months, with the possibility of extension based on satisfactory performance. External candidates will be subject to a probationary period during their first two years of service. The ILO has a zero-tolerance policy towards sexual exploitation and abuse, and candidates may undergo background checks. The ILO does not charge fees at any stage of the recruitment process.
