Job Overview:
The Technical Officer position is situated within the Extractives, Energy and Manufacturing (E2M) unit of the Sectoral Policies Department (SECTOR) at the ILO. This role is pivotal in supporting ILO constituents, including governments, employers, and workers, in advancing decent work in heavy manufacturing sectors such as iron and steel, basic chemicals, and transport equipment manufacturing. The incumbent will work under the direct supervision of the Head of the E2M Unit and will collaborate with specialists at headquarters and in various teams across the globe. The position entails conducting analyses to identify decent work priorities, formulating strategies and policies, providing technical support, and engaging in research and knowledge dissemination related to decent work in heavy manufacturing sectors. The role also involves capacity development, training, and participation in various forums to promote the ILO's agenda.

Duties and Responsibilities:
  • Provide technical and policy support to the E2M Unit in advancing decent work in heavy manufacturing sectors.
  • Conduct global, regional, and sectoral analyses to identify decent work priorities and needs.
  • Formulate strategies and policies relevant to advancing decent work, including technical inputs to ILO Decent Work Country Programmes.
  • Provide technical support to ILO constituents and stakeholders, drafting policy recommendations and supporting follow-up actions.
  • Undertake policy-oriented research and analysis, considering gender and diversity.
  • Maintain knowledge on emerging trends and policy developments.
  • Draft and provide technical input for policy briefs, reports, and publications.
  • Share good practices and lessons learned.
  • Identify capacity development needs and prepare training materials. 1
  • Support resource mobilization efforts for new projects. 1
  • Participate in stakeholder consultations and forums. 1
  • Organize and facilitate meetings and events related to decent work in heavy manufacturing sectors. 1
  • Perform other relevant duties as assigned.

Required Qualifications:
Candidates must possess an advanced level university degree (Master’s or equivalent) in engineering, law, economics, social science, or a related field. A first-level university degree (Bachelor’s or equivalent) in one of these fields, combined with two additional years of relevant experience, is also acceptable. Candidates should have a strong understanding of decent work theories and approaches, as well as knowledge of the ILO's work programs and activities. Proficiency in IT applications for information management and dissemination is essential, along with strong analytical and drafting skills.

Educational Background:
An advanced level university degree (Master’s or equivalent) in a relevant field such as engineering, law, economics, or social science is required. Alternatively, a first-level university degree (Bachelor’s or equivalent) in one of these fields, along with two additional years of relevant experience, will be accepted in lieu of an advanced degree.

Experience:
A minimum of five years of experience in specific economic sectors, preferably in heavy manufacturing sectors, is required. Candidates should demonstrate a strong background in advancing decent work principles and practices within these sectors.

Languages:
Excellent command of one of the ILO's working languages (English, French, or Spanish) is mandatory. A working knowledge of a second language is advantageous, as external candidates whose mother tongue is not one of the working languages must possess a satisfactory working knowledge of at least one of them and are expected to acquire a second language during their initial years of service.

Additional Notes:
The position is a fixed-term contract for a duration of 24 months, with the possibility of extension based on performance. External candidates will be on probation for the first two years of their assignment.
