Job Overview:
The Operational Costs Payment Officer will play a crucial role in the Polio Eradication Program (PEP) by overseeing the entire process of operational costs payment. This includes managing the payment process from the preparation of activity requests to the clearance by country and regional offices, ensuring the disbursement of funds, and the payment of field workers. The officer will act as a liaison between mobile network operators, financial institutions, and other stakeholders involved in the project. The position requires continuous improvement of payment processes, keeping up with developments in the digital financial industry, and proposing innovative solutions to enhance operational efficiency. Additionally, the officer will be responsible for training staff and implementing partners on the payment process, preparing reports for various stakeholders, and performing special reviews as assigned.

Duties and Responsibilities:
  • Oversee the end-to-end process of operational costs payment, including activity request preparation, funds disbursement, and reconciliation.
  • Act as a focal point for mobile network operators and financial institutions, ensuring smooth payment processes.
  • Monitor service delivery and address disbursement issues effectively.
  • Develop and enhance policies, procedures, and tools related to operational costs payment.
  • Stay updated on digital financial industry developments and propose improvements.
  • Facilitate capacity development activities for country office staff and implementing partners.
  • Prepare reports for Country Office, Regional Office, and GPEI partners.
  • Perform special reviews and tasks assigned by the Team Lead and Head of Assurance and Control.

Required Qualifications:
Essential qualifications include a university first degree in Business Administration, Financial Management, Accounting, or a related field. Desirable qualifications include an advanced university degree (Master's) in a relevant field and professional certification in accounting, such as CPA or CA. Candidates should possess excellent organizational skills, interpersonal skills, and the ability to communicate effectively with various stakeholders. Skills in organizing training programs and producing high-quality reports are also essential.

Educational Background:
Candidates must have a university first degree in Business Administration, Financial Management, Accounting, or a related field. An advanced degree (Master's) in a relevant field is desirable, along with professional accounting certifications such as CPA or CA.

Experience:
A minimum of two years of experience in program management, finance, or budgeting is essential. Desirable experience includes implementing digital financial services solutions in sub-Saharan African countries, which would provide valuable insights into the regional context and challenges.

Languages:
Expert knowledge of English and French is essential for this position. Proficiency in additional languages may be considered an asset, enhancing communication with diverse stakeholders.

The position offers a competitive remuneration package starting at USD 50,377 annually, with additional benefits such as a variable post adjustment reflecting the cost of living, 30 days of annual leave, allowances for dependent family members, home leave, and an education grant for dependent children.
