Job Overview:
The position of Gestionnaire de Portefeuille is critical in overseeing and evaluating the performance of projects aimed at addressing the root causes of conflict and fragility in Mauritania. The role involves assessing project outcomes against established objectives, drawing lessons from project implementation, and ensuring that resources are utilized efficiently to achieve desired impacts. The incumbent will work closely with various stakeholders, including government entities and NGOs, to develop monitoring and evaluation plans that align with the overarching goals of peace consolidation in the country. This position is particularly significant as it coincides with the upcoming presidential elections in 2024, necessitating a focus on climate, peace, security" style="border-bottom: 1px dotted #007bff !important;">security, and electoral support.

Duties and Responsibilities:
  • Evaluate project performance and achievements against overall project objectives and conduct impact assessments for various beneficiaries at the sub-national level.
  • Extract lessons learned from project activities and outcomes that can inform similar future projects.
  • Assess the implementation process in terms of efficiency, effectiveness, and sustainability.
  • Evaluate whether resources (financial, human, and material) have been utilized efficiently and effectively to achieve the desired impact on target groups/communities.
  • Assess project achievements and determine its overall added value to peace consolidation efforts in Mauritania.
  • In coordination with stakeholders and program colleagues, draft/prepared monitoring and evaluation plans and associated monitoring and evaluation templates.
  • Organize periodic joint evaluations and field follow-up visits with participating agencies.
  • Develop accurate, realistic, and measurable baselines based on the project results framework.
  • Create monitoring and evaluation mechanisms for the project, along with tools, modes, and systems suitable for field data collection and subsequent analysis. 1
  • Design, implement, and provide training on necessary monitoring and evaluation models. 1
  • Mentor colleagues as needed. 1
  • Perform any other related tasks as required or assigned by the supervisor.

Required Qualifications:
Candidates must possess strong analytical skills, with a proven ability to evaluate complex projects and derive actionable insights. They should have experience in monitoring and evaluation methodologies, particularly in the context of development and peacebuilding projects. Familiarity with the UN system and its operational frameworks is highly desirable. Additionally, candidates should demonstrate excellent communication skills, both written and verbal, and the ability to work collaboratively with diverse stakeholders.

Educational Background:
A relevant educational background is essential for this position, typically requiring a degree in social sciences, international relations, development studies, or a related field. Advanced degrees are preferred, as they provide a deeper understanding of the complexities involved in peacebuilding and development work.

Experience:

Languages:
